UK duty on travel clothes-cleaning kits

Read from the UK Trade Tariff on 5 October 2026, heading 9605 covers travel sets for personal toilet, sewing or shoe or clothes cleaning. The supplied line, 9605 00 00 00, carries 0% duty for goods from China, with no listed anti-dumping or countervailing duty and no listed suspension. The table describes kit formats using that same line. See the related travel shoe-cleaning kits guide for the wider heading.

The UK Trade Tariff attaches CITES and cat-and-dog-fur import controls, alongside corresponding export controls. Imports of cat or dog fur and products made from it are banned. Ask the factory to identify any animal-derived materials. CITES-listed materials can require permits; confirm the species-specific requirements for a shipment from China with your customs broker before ordering.

Confirm the commodity code against the complete contents, intended use and presentation. Give your broker photographs and a bill of materials rather than relying on the supplier's description. Confirm classification separately if the proposed set is centred on cleaning chemicals.

Specify the brush, lint tool and fabric use

Agree the contents and their positions in the pouch: garment brush, manual lint remover, cleaning cloth and any stain-treatment product. Specify brush filament material and stiffness, handle finish, lint-tool mechanism, cloth composition, pouch closure and branding. Keep an approved sample and prohibit material substitutions without agreement.

Name the fabrics the kit is intended to clean. Compare lint removal, snagging, colour transfer and residue on those fabrics. Consumer kits supplied in Great Britain must be safe under the General Product Safety Regulations 2005. If the kit includes a detergent, its manufacturer has information obligations for labels and data sheets; review these before approving the pack.

Worked duty example

Illustrative example, not a quote: Illustrative order: 1,200 travel clothes-cleaning kits under 9605 00 00 00, invoiced at £15,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £16,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £16,200, so it is £3,240. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Contents: compare sampled kits with the approved contents list, checking missing tools, substitutions and whether each item fits its holder.

Brush and lint tool: check filament retention, smooth edges, handle fixing and repeated operation; test cleaning performance on the agreed fabrics.

Cloth and pouch: check lint shedding, colour transfer, seams and closures; confirm the kit closes without crushing or exposing its contents.

Cleaning product: if included, check seals, leakage, residue and fabric compatibility; compare the delivered formulation and label with the approved documents. See quality inspection explained.

What goes wrong

Brushes can shed or snag delicate fabric, lint tools can leave adhesive residue, and dyed cloths can mark pale garments. A sample that works on a coat may perform poorly on fine knitwear. Test the intended fabrics and reject unapproved changes in filament stiffness, adhesive or cloth dye.

Loose tools can damage the pouch during transport, while a leaking cleaner can contaminate every component. Inspect packed kits as well as individual tools. For chemical-containing versions, resolve the formulation and label review before shipment through testing and certification.
