Orchid seedlings: 0% duty

Read from the UK Trade Tariff on 29 September 2026, heading 0602 covers other live plants, including roots, cuttings and slips, and mushroom spawn. For rooted indoor orchid seedlings, check 0602 90 70 00 first. The table also shows related presentations; these are not interchangeable codes for every flask. Identify the species, growth stage, rooting, indoor or outdoor use, and whether the goods remain in culture.

The selected lines carry 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. The tariff attaches organic import controls and CITES export controls; the indoor lines also attach CITES import controls, while the outdoor line attaches invasive alien species import controls. Confirm the applicable requirements with your customs broker, including any organic claim. Ask APHA to confirm the CITES position for the named orchid and its exact presentation.

Check the plant health risk category before ordering. Ask APHA or your customs broker to confirm whether registration, a phytosanitary certificate, advance notification, checks and fees apply to the species and presentation. Confirm the commodity code using the actual shipment specification. See the live plants guide for the wider heading.

Specify the orchid and its culture stage

Specify the botanical identity, hybrid or cultivar, and whether the seedlings are seed-raised or clonally propagated. Agree the root development, leaf condition, usable plant count per flask, culture medium, container material and seal. Make clear whether you are buying sealed cultures, freshly deflasked seedlings or acclimatised plants.

Request batch photographs showing the plants through the container, together with propagation records and a packing list that identifies each batch. Agree protection against breakage, movement of the medium and temperature exposure. Obtain the nursery's handling and acclimatisation instructions before dispatch.

Before resale, check UK plant passport arrangements and whether a supplier document is needed for marketing the propagating material. A plant passport is required when selling plants online directly to customers buying for personal use.

Worked duty example

Illustrative example, not a quote: 2,000 rooted tissue culture orchid seedlings for nursery growing, illustrative under 0602 90 70 00, invoiced at £6,000 free on board, with £900 of freight and insurance to the UK. The customs value is £6,900. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £6,900, so it is £1,380. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match flask labels, batch records, botanical names and declared plant counts.

Seals: check cracked containers, loose closures, leakage and evidence of opening; photograph sealed flasks before handling.

Culture condition: inspect for visible fungal growth, cloudy medium, browning, collapsed shoots and damaged roots.

Arrival condition: record displaced medium, crushed leaves and temperature damage; compare with dispatch photographs and the agreed acceptance criteria.

What goes wrong

A flask can arrive intact while its seedlings are too immature for the buyer's growing process. Other failure points include mixed batches, damaged roots, contaminated medium and seals that loosen in transit. Agree how unusable plants and damaged flasks will be recorded and resolved.

Do not treat a supplier's statement that cultures are sterile as confirmation of the import paperwork. The tariff attaches CITES controls, so confirm the requirements with your customs broker and APHA before shipment. Keep commercial inspection separate from official plant health checks, and use the inspection guide to agree the inspection scope.
