Sourcing THV fluoropolymer resin from China
Heading 3904 rates range from 0% to 6%, but budget 6% for THV fluoropolymer resin under the candidate residual line. Its suspension names other products, not THV. Polymers are exempt from UK REACH registration, while monomers and additives may not be. Cambridge China Bridge sources THV fluoropolymer resin.

THV classification and the suspension boundary
Read from the UK Trade Tariff on 1 October 2026, heading 3904 covers polymers of vinyl chloride or other halogenated olefins in primary forms. For THV resin, 3904 69 80 99 is a candidate residual fluoropolymer line, subject to confirming composition and form. Only that table row is a THV candidate; the neighbouring rows help distinguish different polymer identities. See the wider fluoropolymer heading guide.
The candidate line carries 6% duty for goods from China, with no anti-dumping or countervailing duty shown. Its 0.00 % suspension names a specified tetrafluoroethylene copolymer solution, poly(vinylidene fluoride) and ethylene-tetrafluoroethylene copolymer. THV is not expressly named, so do not assume eligibility. The suspension also excludes mixtures and preparations containing the listed products. The comparison copolymer lines have their own suspensions; those descriptions do not establish relief for THV.
The tariff attaches import and export waste controls. For scrap or discarded resin from China, confirm the applicable requirement with your customs broker before shipment. If notification controls apply to an import into England, the exporter must apply to the competent authority in the dispatch country for consent. Confirm the commodity code using the polymer composition, additives and physical form.

Specify the THV grade and melt behaviour
Identify THV as the tetrafluoroethylene, hexafluoropropylene and vinylidene fluoride terpolymer, rather than accepting a generic fluoropolymer description. Ask for the actual producer, grade designation, monomer composition, supply form and additive package. State whether virgin resin is required and whether reprocessed material is permitted.
Specify melt flow with its test temperature and load, melting behaviour, pellet or powder size, colour and contamination acceptance criteria. For film, tubing or a bonding layer, agree the intended process and test adhesion or sealing on your actual substrate. Approve a retained sample after a processing trial, rather than treating a similar grade name as proof of equivalence.
Polymers themselves are exempt from UK REACH registration, but monomers and additives may not be. Ask for the registration position relevant to the supplied grade and its safety data sheet. Substances and mixtures placed on the Great Britain market must be classified and labelled under its chemical classification, labelling and packaging regulation.
Worked duty example
Illustrative example, not a quote: Illustrative processing-trial order: 20 bags of THV fluoropolymer resin under 3904 69 80 99, invoiced at £18,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £19,500. Duty at 6% is £1,170. Import VAT at 20% is charged on the customs value plus duty, £20,670, so it is £4,134. Import taxes total £5,304; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,170 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match the producer, grade and batch on bag labels, the certificate of analysis and the approved sample.
Melt behaviour: compare batch melt flow and melting data using the agreed test conditions; retain an arrival sample for a processing trial.
Cleanliness: inspect for black specks, foreign pellets, agglomeration and colour variation; check a trial film or extrusion for gels and uneven flow.
Packing: check seals, damaged bags, leakage, net weight and batch segregation. Record arrival condition using the quality inspection guide.

What goes wrong
A substituted fluoropolymer can look similar in the bag but process differently or fail to bond to the intended substrate. Melt-flow results are misleading when the supplier changes test conditions. Contaminated resin can produce visible specks or gels in thin film. Keep the grade, test conditions and substrate trial in the purchase specification.
Another failure is budgeting with a suspension attached to a neighbouring copolymer or to another product on the residual line. Obtain the composition before costing duty. Keep virgin resin purchases separate from offers described as scrap, recovered material or discarded stock, and resolve their waste status before dispatch.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on THV resin from China?
Budget 6% under candidate code 3904 69 80 99, subject to classification. Its listed suspension does not expressly name THV, and no anti-dumping or countervailing duty is shown in the supplied tariff data.
Does THV resin need UK REACH registration?
The polymer itself is exempt from registration, but monomers and additives may not be. Establish the position for the actual grade rather than relying on a generic supplier declaration.
Can I buy an equivalent THV grade from another factory?
Compare polymer composition, additives, melt flow under matching test conditions and melting behaviour. Run a trial on your equipment and substrate before approving the replacement.
What should I check when THV resin arrives?
Check grade and batch identity, bag seals, contamination and the certificate of analysis. Retain a sample and compare processing behaviour with the approved trial material.
