UK duty on thin clients

Heading 8471 covers automatic data-processing machines and their units. For thin clients, classification depends on the hardware and how it is presented: a separate processing terminal, an integrated computer or a complete system. The table gives relevant classification candidates and keyboards; it does not assign every thin client to the same code.

Read from the UK Trade Tariff on 30 September 2026, all lines in this heading carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duties, suspensions or attached import controls. Import VAT still applies, normally at 20%; see UK import duty and VAT.

Give your customs broker the processor, local storage, input and output arrangements, and shipment contents to confirm the commodity code. For the broader product family, see laptops, mini PCs and computer peripherals.

Specify the remote desktop environment

Name the remote desktop platform, connection software and management system the terminal must support. Agree the operating system image, software licensing, processor, memory, flash storage, network interfaces, display outputs and approved component part numbers. Test a sample on your actual environment, including sign-in, video calls, printers, headsets and reconnection after a network interruption. For smart card peripherals used at sign-in, see our smart card reader sourcing guide.

Agree how firmware updates, factory resets and replacement terminals will be managed. Specify the UK power plug, adaptor, mounting bracket and keyboard layout. For wireless builds, ask for radio test evidence matching the fitted module. Request electrical safety and electromagnetic compatibility reports for the supplied terminal and adaptor configuration. For pointing devices, see our guide to sourcing computer mice.

Confirm with the relevant authority whether the computer ecodesign regulation in Great Britain covers the mains-powered desktop or mobile thin clients you intend to buy. Ask for configuration-specific energy test data. Hazardous-substance restrictions cover electrical and electronic equipment unless specifically excluded; request supporting material and component evidence. Electrical equipment producers must register annually under the waste electrical equipment scheme. Establish the applicable producer role before selling.

Worked duty example

Illustrative example, not a quote: Illustrative batch of desktop thin clients for an office deployment under 8471 50 00 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £9,200, so it is £1,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Configuration: compare processor, memory, flash storage, network module and adaptor identities with the approved sample and parts list.

Sessions: connect to the intended remote desktop environment and check display output, keyboard layout, audio, peripheral redirection and reconnection.

Stability: run representative workloads and repeated restarts; check overheating, unexpected shutdowns and recovery after interrupted power.

Arrival: inspect connectors, brackets, cases and carton damage, then repeat sample session tests before deployment. Use the agreed inspection scope.

What goes wrong

A terminal can start successfully yet fail in your remote environment because its connection software, peripheral support or management agent differs from the approved sample. Avoid accepting a factory demonstration as the deployment test. Record the approved software image and test the peripherals your staff actually use. For trackballs used with these terminals, see our computer trackball sourcing guide. For optical disc peripherals, see our guide to sourcing external optical disc drives.

Component substitutions can change performance, wireless behaviour and heat management without changing the case. A replacement adaptor or firmware image can also introduce faults. Require written approval of substitutions and compare delivered samples with the approved build before rolling out the batch.

Frequently asked questions

What is the UK import duty on thin clients from China?

The relevant heading 8471 lines carry 0% duty in the supplied tariff record, with no listed anti-dumping or countervailing duties. Import VAT still applies.

Which commodity code should I use for a thin client?

Classification depends on the terminal's processing, input and output arrangements and whether it arrives as a system. Give your broker the specification and shipment contents rather than relying on the supplier's product name.

Do thin clients need ecodesign evidence?

Confirm with the relevant authority whether the computer ecodesign regulation in Great Britain covers your mains-powered desktop or mobile thin clients. Ask for energy test data matching the ordered configuration.

How do I check compatibility before ordering thin clients?

Test the proposed hardware and software image on your remote desktop platform. Include sign-in, displays, headsets, printers, management enrolment and recovery after a lost connection.
