Duty and classification for striking spanners

Read from the UK Trade Tariff on 30 September 2026, heading 8204 covers hand-operated spanners and wrenches, including torque meter wrenches but excluding tap wrenches, and interchangeable spanner sockets. Fixed-opening striking spanners fit the non-adjustable line, 8204 11 00 00. The table shows product variants sharing that code.

The relevant line carries 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing measures, suspensions or attached import controls. Sets containing spanners only remain in their own heading; adding other kinds of tools can change classification.

Confirm the fixed opening, tool design and contents of any set using the commodity code guide. For related products within the wider heading, see the hook spanners guide.

Specify the opening and striking face

Specify an open-ended or ring head, the fastener dimensions, opening tolerances, head thickness and any offset needed for access. Supply drawings of the working space and striking face. State that the tool is intended for hammer striking, and agree the hammer type and permitted use with the factory.

Agree the steel grade, forging process, heat treatment, hardness at the head and striking end, surface finish and identification marks. Request dimensional and hardness reports for each size. Use ISO 691 for spanner opening tolerances, as covered in the site's hand tool sets guide.

Confirm the applicable workplace-tool safety requirements with HSE. Tools supplied for use at work must be accompanied by adequate safe-use information. That information must also enable safe maintenance. Request instructions covering hammer selection, positioning, damaged striking faces and removal of damaged tools from service.

Worked duty example

Illustrative example, not a quote: Illustrative stock order of assorted ring striking spanners for an industrial tool distributor under 8204 11 00 00, invoiced at £30,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: gauge the opening and check head thickness, offset and seating on representative fasteners against the approved drawing.

Material: compare the material report with the agreed grade; sample hardness at the head and striking end, and inspect for forging cracks.

Striking performance: arrange a controlled trial using the agreed hammer and fastener fixture; examine the striking face and head for cracking, chipping or permanent deformation.

Arrival condition: check corrosion, burrs, damaged faces, readable size marks and protective packing. Compare instructions and batch reports with the approved sample through the inspection guide.

What goes wrong

An oversized opening lets the head move on the fastener and can damage its corners. Incorrect head thickness or offset prevents full engagement. A sample that fits a loose nut may still be unsuitable in the buyer's actual working space, so trial the intended assembly.

Soft steel can let the jaws spread or the striking face deform; excessive brittleness can cause chips or cracks under impact. A steel-grade stamp alone does not establish suitable heat treatment. Agree acceptance checks for both ends of the tool and isolate damaged arrivals before use.
