Zero duty on relevant dressing lines

Heading 3005 covers dressings and similar articles impregnated or coated with pharmaceutical substances, or put up for retail sale for medical, surgical, dental or veterinary purposes. For sterile foam wound dressings, distinguish adhesive-layer products from non-adhesive products and record the complete layer composition.

Read from the UK Trade Tariff on 30 September 2026, all supplied lines carried 0% duty for goods from China. The supplied facts list no anti-dumping or countervailing measures, suspensions or attached import controls. The table separates product variants sharing codes; it does not assign a separate code to every shape or adhesive material.

Confirm the commodity code using the composition, adhesive layer, intended purpose and packaging. Do not classify a composite dressing from the word foam alone. For the wider heading, see hydrocolloid wound dressings.

Specify the foam, contact layer and sterile pack

Agree the foam material, pad dimensions and thickness, wound-contact layer, backing film and border construction. Distinguish an adhesive border from a separate fixation dressing. Set sample acceptance criteria for absorbency, fluid retention under compression, leakage at the edges and removal without pad tearing. Ask for biocompatibility evidence covering the finished dressing and its adhesive.

Confirm with MHRA whether the dressings' intended wound-treatment or protection purpose brings them within medical-device regulation. Before sale in Great Britain, confirm the conformity assessment for the device class, the Chinese manufacturer's UK responsible person and MHRA registration. Ask MHRA or the relevant assessment body to confirm sterilisation validation requirements and assessment-body involvement under the chosen UKCA or accepted CE route.

Agree the sterilisation method, sterile-barrier packaging, shelf-life evidence and storage conditions before approving artwork. Match the technical documentation and declaration of conformity to the exact foam, contact layer and adhesive supplied. Use testing and certification support to organise the evidence review.

Worked duty example

Illustrative example, not a quote: Illustrative order of individually pouched adhesive sterile foam wound dressings under 3005 10 00 00, invoiced at £40,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £42,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £42,000, so it is £8,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Construction: compare pad size, thickness, shape, contact layer and border with approved samples; check for exposed foam edges, uneven lamination and loose particles.

Performance: check absorbency, retention under compression and edge leakage against agreed methods; assess adhesive hold and removal on suitable test surfaces through quality inspection.

Sterile packs: match sterilisation batch records to shipped lots; inspect pouch seals for channels, wrinkles, punctures and opening damage. Visual inspection accompanies the validation review.

Documents and labels: match product identity, lot, expiry, storage instructions and sterile claims across pouches, boxes and batch records; check conformity documents and MHRA registration before release for sale.

What goes wrong

A foam pad can absorb well when unloaded yet release fluid under pressure. Borders may lift, backing films may separate and contact layers may stick or tear during removal. A change of adhesive or foam can also leave the supplied product different from the product described in the technical documents.

Pouch creases, seal channels and transit punctures undermine confidence in the sterile barrier. Hold affected stock for review rather than treating an intact outer carton as proof of sterility. Missing registration prevents lawful placement on the Great Britain market; resolve document mismatches before selling the batch.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
