Steelpan duty and material controls

Read from the UK Trade Tariff on 2 October 2026, heading 9206 covers percussion musical instruments, including acoustic steelpans. The supplied tariff line carries 2% duty for goods from China, with no listed anti-dumping or countervailing duty and no suspension. The steelpan types in the table share this commodity code.

The tariff attaches ivory, CITES and cat and dog fur import controls. Imports of cat and dog fur and products made from it are banned. Before considering ivory components, check exemption eligibility and ask your customs broker to confirm the registration or certificate requirement for imports from China. For protected-species materials, confirm the applicable CITES documentation with your broker before shipment.

Give your broker the instrument description, materials, photographs and intended use to confirm the commodity code. This guide covers acoustic musical instruments; see the drums and percussion guide for the wider heading and toy instruments. See import duty and VAT for the calculation method.

Specify the note layout and tuning

Specify the steelpan voice, note layout, musical range, reference pitch and acceptable tuning variation. Provide a labelled note map and approve a playable sample. Agree the steel material, playing-surface shape, skirt depth, finish and whether stands, mallets and cases are included. For sets, identify every pan and its matching position.

Consumer instruments must be safe under the General Product Safety Regulations 2005 for the Great Britain market. Include rolled or finished edges, secure suspension points and stable stands in the purchasing specification. Agree packing that keeps loads away from the tuned playing surface.

Worked duty example

Illustrative example, not a quote: 12 tenor steelpans, illustrative order under 9206 00 00 00, invoiced at £2,400 free on board, with £900 of freight and insurance to the UK. The customs value is £3,300. Duty at 2% is £66. Import VAT at 20% is charged on the customs value plus duty, £3,366, so it is £673.20. Import taxes total £739.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £66 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Tuning: play each note with the specified mallets, compare pitch with the agreed reference and listen for buzzing or unwanted ringing.

Surface and finish: check note areas for dents, cracks and uneven shaping; inspect the skirt and rim for sharp edges, rust and peeling finish.

Stands and sets: check suspension points, stand stability and adjustment; match each pan, mallet and case to the approved packing list.

Packing and arrival: check that padding supports the instrument without pressing on note areas, then repeat the tuning check after unpacking. Use the quality inspection guide to brief the inspector.

What goes wrong

A steelpan can match the photograph yet have the wrong note layout or uneven tuning. Dented note areas, loose fittings and unsuitable mallets can spoil the playing result. Approve the sound and layout together, and record the sample so the inspector can compare production instruments.

Packing can protect the outer finish while allowing pressure on the tuned surface. Specify where padding and straps may touch, keep stand hardware away from the pans, and check pitch on arrival before accepting the batch.
