Sourcing steel safety toe caps from China

Steel safety toe caps from China carry 0% UK duty under the candidate footwear-parts code, with no listed trade remedy. Confirm with the relevant authority how personal protective equipment requirements apply to the intended safety footwear: assess the cap in its intended shoe and agree the finished-footwear compliance plan before production. Cambridge China Bridge sources steel safety toe caps.

Steel toe-cap duty and classification

Heading 6406 covers footwear parts and certain removable accessories. For separate, non-hand-made steel safety toe caps, ask your broker to confirm 6406 90 90 90 against the actual construction. The table shows product variants sharing that candidate code, rather than separate tariff subdivisions. Read from the UK Trade Tariff on 1 October 2026, this line carried 0% duty for goods from China, with no listed anti-dumping or countervailing duty, steel measure or suspension.

The line attaches CITES import and export controls, cat-and-dog-fur import and export controls, and seal-product import controls. CITES-listed animal materials need the relevant permits for movement between China and Great Britain. Cat and dog fur and products containing it are prohibited. Seal products for commercial import into Great Britain must have a seal catch certificate; ask the relevant authority to confirm whether the Inuit and other indigenous communities’ exemption applies. Ask your broker to check these controls against any coverings or other animal materials.

Send drawings, material details and photographs showing whether the caps are separate or incorporated into footwear to confirm the commodity code. For the wider footwear-parts heading, see shoe toe puffs and heel counters.

Specify the steel, cap profile and shoe fit

Specify steel grade, sheet thickness, forming profile, internal length, width and height, flange geometry, coating and edge protection. Match each cap size to the intended last and shoe construction. Approve fitted samples with the actual lining and insole, checking toe clearance and whether the cap edge presses into the foot or cuts the lining.

Confirm with the relevant authority how personal protective equipment requirements apply to the intended safety footwear. For sale in Great Britain, use the official personal protective equipment guidance to agree the finished-footwear compliance plan. Ask the adviser to assess how the separate cap is supplied and used. Agree impact and compression testing for the cap and assembled shoe, with reports identifying the tested design, material and size coverage. Arrange testing and certification before approving production.

Worked duty example

Illustrative example, not a quote: Illustrative mixed-size trial batch of steel safety toe caps; FOB and freight values are illustrative, not a quotation under 6406 90 90 90, invoiced at £3,000 free on board, with £135 of freight and insurance to the UK. The customs value is £3,135. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,135, so it is £627. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: compare internal clearance, profile and flange position with the approved drawing and fitting sample across the supplied sizes.

Steel and forming: match material records to the batch; check thickness, cracks, splits, wrinkles and distorted flanges.

Edges and coating: inspect for burrs, loose edge protection, exposed steel, rust and damaged coating; trial-fit caps without damaging the lining.

Reports and packing: match test reports and batch identifiers to the delivered design; check size allocation and inspect cartons for moisture or crushed caps.

What goes wrong

A cap can match the ordered size yet have the wrong internal profile for the last. It may reduce toe clearance, sit unevenly or create a pressure point at its rear edge. Approve the cap inside the intended shoe construction, rather than accepting a loose sample by appearance alone.

Thinner substituted steel, forming cracks and altered flange geometry can undermine the agreed protective performance. Burrs can damage linings, while wet packing can leave rust beneath a coating. Hold suspect batches for investigation and compare them with the approved specification and test records. The quality inspection guide explains how to record defects.

Do not assume it does. Ask your conformity adviser to assess the finished shoe and agree testing that covers the cap, lining, insole and assembly used in production.

What dimensions should I give a steel toe-cap factory?

Provide internal length, width and height, the cap profile, flange geometry and the intended last. Approve fitted samples using the actual lining and insole across the size range.

What should I check when steel toe caps arrive?
