Sourcing steel-core copper from China

Steel-reinforced bare copper conductors from China carry 0% duty if classified under the supplied heading 7413 line. Confirm the composite construction before declaring the code. Waste shipment controls apply if the material is waste. Cambridge China Bridge sources steel-reinforced bare copper conductors.

Duty and classification for steel-core copper

Read from the UK Trade Tariff on 1 October 2026, heading 7413 covers stranded wire, cables, plaited bands and similar copper goods without electrical insulation. The supplied lines carry 0% duty for China, with no listed anti-dumping or countervailing duty and no suspension. Only the residual line 7413 00 00 90 is relevant here; the other supplied line concerns a loudspeaker component.

The tariff attaches import and export waste controls. Waste shipment controls apply only when the material is waste. For a China-to-England shipment requiring notification, the exporter applies to the dispatch country's competent authority; shipment needs consent from the Environment Agency and the other authorities involved. Ask your customs broker to confirm the applicable control for scrap, recovered material or discarded conductors, and the requirements for the destination within the UK.

Before using this rate, send your broker a cross-sectional drawing, copper and steel composition, and intended use to confirm the commodity code. Do not rely on the supplier's product name alone. See the wider bare stranded copper guide for the rest of this heading.

Specify the copper strands and steel reinforcement

State whether the design uses separate copper strands around a steel core or copper-clad steel strands. Specify copper grade and copper cross-section separately from the steel core, strand diameters and counts, steel grade and protective coating, lay direction and length, finished diameter, resistance per kilometre, breaking load and elongation. Agree drum lengths, net conductor weight, joint acceptance and compatible clamps with the buyer's installation engineer.

Ask for batch-linked material certificates and resistance and tensile test records for the ordered construction. Obtain composition information for coatings and plating. For business supply in Great Britain, an article containing a UK REACH Candidate List substance above 0.1% by weight requires safe-use information for the recipient, including the substance's name.

Worked duty example

Illustrative example, not a quote: Illustrative order: 8 tonnes of steel-reinforced bare copper conductor, assuming classification is confirmed under 7413 00 00 90, invoiced at £76,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £77,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £77,800, so it is £15,560. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Construction: examine a cut section, count copper and steel strands, and measure their diameters against the approved drawing.

Electrical performance: measure sample resistance over a known length at the agreed temperature and compare with the purchase specification.

Mechanical performance: check batch tensile results against the agreed breaking load and elongation; inspect for loose strands, kinks, broken wires and core corrosion.

Drums and traceability: verify length, net weight, batch identity and test-record matching; check drum damage and secured ends before unwinding. Use our inspection guide to brief the inspector.

What goes wrong

A heavy conductor can still contain too little copper if the steel proportion exceeds the approved design. Overall diameter and drum weight alone cannot establish electrical performance. A supplier may also offer copper-clad steel in place of separate copper strands around a steel core. Compare cut sections, material records and resistance before accepting a substitution.

Wrong lay, loose strands, damaged core protection and unsuitable clamps can undermine the intended assembly. Short drums and hidden joints also cause installation problems. Agree measurable acceptance criteria and retain an approved construction sample before placing the production order.

Frequently asked questions

What is the UK import duty on steel-reinforced bare copper conductors from China?

The supplied heading 7413 lines carry 0% duty for China. The relevant residual code is 7413 00 00 90, subject to confirming the steel-and-copper construction. No anti-dumping or countervailing duty is listed.

Is copper-clad steel the same as copper stranded around a steel core?

The constructions differ. Ask for a cut-section drawing showing which strands are copper and which are steel, their material grades and the copper cross-section. Have your broker check classification.

Can I check copper content by weighing the drum?

Weight alone is insufficient because it includes steel and drum tare. Check strand construction, copper dimensions and material records, then measure resistance against the agreed specification.

What test records should I request?

Request batch-linked copper and steel material certificates, resistance results, breaking-load and elongation results, and drum length and net-weight records for the exact ordered construction.
