2% duty on steel nitrous oxide cylinders

Read from the UK Trade Tariff on 1 October 2026, heading 7311 covers iron or steel containers for compressed or liquefied gas. Every line in the supplied tariff extract carries 2% duty for goods from China, with no recorded anti-dumping, countervailing or steel measure. The table gives possible cylinder classifications, rather than a single code for every nitrous oxide cylinder.

The listed 0% suspension is restricted to empty portable medical oxygen cylinders fitted with a valve and pressure and flow regulator. It does not cover nitrous oxide cylinders. The UK Trade Tariff also attaches an import control of fluorinated greenhouse gases to the listed lines. A requirement specific to these nitrous oxide cylinders has not been established here; ask your customs broker to confirm the applicable requirement and declaration.

Specify the cylinder and the nitrous oxide use

Specify empty or filled supply, refillable or disposable construction, water capacity, working and test pressure, steel grade, neck thread, valve connection and protective cap. Match the outlet to the intended regulator or dispensing equipment. Ask the receiving filling station to review the exact design and documents before ordering empty refillable cylinders.

For cylinders carrying gas by road, confirm the applicable conformity assessment, inspection and marking requirements with the relevant transport authority, using our published gas cylinder guide as background. Request certificates covering the actual design and batch. For filled cylinders, separately specify gas identity, purity, fill mass and batch analysis. A cylinder test certificate does not describe the gas supplied inside it.

Nitrous oxide has legitimate catering and industrial uses, but import and supply for likely wrongful inhalation are unlawful where the relevant knowledge or recklessness is present. Home Office guidance expects reasonable steps to verify legitimate use. For filled-cylinder sales, record the customer's stated application and assess whether the business and delivery details support it.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 empty seamless refillable steel cylinders for nitrous oxide service under 7311 00 30 80, invoiced at £8,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £10,000. Duty at 2% is £200. Import VAT at 20% is charged on the customs value plus duty, £10,200, so it is £2,040. Import taxes total £2,240; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £200 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Documents: match the delivered design and batch to conformity certificates and pressure-test records; for filled stock, also match the gas batch analysis to the order.

Threads and valves: gauge sampled neck threads against the specified valve, check outlet compatibility and review recorded leak-test results.

Markings: compare serial numbers, test pressure, water capacity, tare and manufacturing date with the approved specification and documents.

Condition: check for dents, corrosion, damaged valve guards and loose packing; inspect sampled empty cylinders internally for moisture and scale before filling.

What goes wrong

A cylinder can arrive with a valve that fits its neck but does not connect to the buyer's regulator. Other rejection points include unreadable stamping, certificates for a different design, missing batch test records and moisture inside empty cylinders. Approve the complete cylinder, valve and connection arrangement together, then use a written inspection brief.

For filled cylinders, treating a catering description as sufficient proof of legitimate use can leave suspicious orders unchecked. Keep the gas-use review separate from the pressure-document review, and resolve doubts about customers or applications before supply.
