UK duty on steel helium cylinders

Read from the UK Trade Tariff on 1 October 2026, heading 7311 covers iron or steel containers for compressed or liquefied gas. All supplied lines carry 2% duty for goods from China. No anti-dumping or steel measure is listed. For helium cylinders, the rate is a flat 2% across the selected lines.

The listed 0% suspension is restricted to empty portable medical oxygen cylinders fitted with a valve and a pressure and flow regulator; it does not cover helium cylinders. The tariff also attaches an import control of fluorinated greenhouse gases. Official guidance prohibits placing products containing banned fluorinated gases on the Great Britain market. For empty or helium-filled cylinders from China, ask your customs broker to confirm the applicable control requirement and declaration.

Confirm the commodity code using construction, pressure, water capacity and refillable status. These are cylinder descriptions, so have the broker check any gas supplied inside separately. See steel oxygen cylinders and the wider heading for related cylinder types.

Specify the helium cylinder and valve together

State whether the order is for empty refillable cylinders, filled refillable cylinders or disposable balloon bottles. Specify helium service, working and test pressure, water capacity, steel grade, heat treatment, neck thread, valve outlet, regulator or balloon inflator connection, internal cleanliness and protective caps. For filled bottles, agree gas purity and gas quantity separately from the cylinder's water capacity.

For cylinders used to carry gas by road, confirm the applicable conformity assessment, inspection and marking requirements with the relevant transport authority. New transportable cylinders imported directly from China for sale in Great Britain need UK Rho marking. Ask for the certificate covering the exact cylinder design and valve arrangement, and have your intended UK filling station review the documents and connection before ordering.

Confirm with HMRC or your customs broker whether and when heading 7311 falls within the UK carbon border adjustment mechanism. Ask the factory for emissions data when planning future imports, and consult the UK carbon border adjustment guide.

Worked duty example

Illustrative example, not a quote: Illustrative order: 50 empty refillable seamless steel helium cylinders of 50 litres under 7311 00 13 80, invoiced at £8,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £10,000. Duty at 2% is £200. Import VAT at 20% is charged on the customs value plus duty, £10,200, so it is £2,040. Import taxes total £2,240; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £200 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Documents and stamps: match the design certificate and batch test records to cylinder serial numbers. Compare shoulder stamping, working and test pressure, water capacity, tare and manufacturing date with the purchase specification.

Valve and leakage: gauge the neck thread against the specified valve. Check the outlet fits your regulator or balloon inflator, and review the agreed leak-test records for the assembled cylinder and valve.

Interior and contents: check sampled empty cylinders for moisture, scale and debris. For filled cylinders, compare the supplier's gas analysis and filling records with the agreed helium purity and quantity.

Arrival condition: check for dents, corrosion, damaged valve guards, unreadable markings and movement within the packing. Record discrepancies before accepting the batch. Use the quality inspection guide to agree checks before dispatch.

What goes wrong

An order described only as a helium bottle can leave refillable status, pressure and valve connection unresolved. The supplied inflator may not fit the buyer's equipment, documents may cover another cylinder design, or water capacity may be mistaken for the quantity of helium supplied. Resolve each point in the purchase specification.

Check for valve leakage, damaged threads and moisture or scale inside the bottle. Match certificates and stampings before shipment, rather than waiting for the filling station to review them after arrival. Agree who will investigate and replace cylinders that fail the specified checks.

Frequently asked questions

What is the UK import duty on steel helium cylinders from China?

The supplied tariff lines carry 2% duty. The medical oxygen cylinder suspension does not apply to helium cylinders.

What certification do helium cylinders need for Great Britain?

Confirm applicable cylinder conformity assessment and marking requirements with the relevant transport authority. New transportable cylinders imported directly from China for GB sale need UK Rho marking. Ask for documents covering the exact design.

Can I buy helium balloon cylinders for refilling?

Specify a refillable design and ask your intended UK filling station to review it before ordering. Keep disposable balloon bottles separate from refillable stock.

How do I avoid buying a helium cylinder with the wrong valve?

Specify both the neck thread and valve outlet, then compare a sample with your regulator or balloon inflator. Include thread gauging and assembled leak checks in the inspection brief.
