Sourcing steel baling wire from China

Steel baling wire from China carries listed UK duty of 0% to 50% under heading 7217. Zinc-coated wire is listed at 0%; uncoated wire at 50%, with quota relief described in our wider steel-wire guide. Match the actual coating and carbon content to the code, and test the wire in your baler. Cambridge China Bridge sources steel baling wire.

Coating and carbon content determine the duty

Read from the UK Trade Tariff on 1 October 2026, heading 7217 covers wire of iron or non-alloy steel. For the baling-wire lines selected here, uncoated wire carries a listed third-country duty of 50% and zinc-coated wire 0%. The supplied record lists no anti-dumping or countervailing duty, suspension or attached import control for these selected lines.

Our wider steel-wire guide describes quarterly quota relief for uncoated wire, with 0% within quota and 50% outside it. Ask your broker to confirm availability before costing an order. When planning future imports, ask HMRC or your customs broker whether the heading falls within the UK carbon border adjustment mechanism, when any obligations apply and whether registration is needed; request supplier emissions data.

The supplied tariff record attaches import and export waste controls to the heading's other-wire lines. If a proposed shipment from China is waste subject to notification controls and is destined for England, shipment requires consent from the Environment Agency and the other competent authorities involved. Confirm the applicable waste procedure with your broker. For new baling wire, confirm the commodity code from its material, coating, carbon content and dimensions.

Specify wire for the baler and bale

Give the supplier the baler model, feed arrangement and material being compressed. Specify steel grade or carbon content, diameter and tolerance, tensile strength, elongation and annealed or hard-drawn condition. Agree whether the wire is uncoated or galvanised, and approve a sample using the intended baler and bale material.

Specify coil weight, inner and outer diameter, winding direction and how the wire pays off. For cut lengths, agree length tolerance, straightness and end preparation. Test the intended knot or twist against bale expansion, rather than accepting a straight-wire tensile result alone.

REACH restrictions can limit, ban or set conditions on substances. Ask for the composition of coatings and surface treatments so you can assess applicable restrictions before selling the wire. Arrange testing and certification support where the supplier's evidence leaves a gap.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of low-carbon galvanised baling wire in coils under 7217 20 30 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Material: match batch identification and mill results to the ordered grade, carbon content and delivery condition.

Diameter and strength: measure samples along the wire, compare tensile and elongation results with the specification, and test the intended tie.

Coating and condition: check the agreed zinc coating, rust, pitting, flaking and excessive surface residue before accepting stock.

Coils and feeding: check weight, dimensions, winding and transit damage; trial pay-off and tying in the intended baler.

What goes wrong

Wire that is too hard can resist twisting or fail at the tie; wire that is too soft can stretch as the bale expands. Diameter variation can upset feeding and tying. Crossed turns, loose winding or damaged coils can snag even when the material test results meet the order.

A galvanised sample followed by uncoated production changes both corrosion performance and the tariff position. Match shipment inspection results to the approved sample, retain batch records and agree how failed coils will be handled before paying the balance.

Frequently asked questions

What is the UK import duty on steel baling wire from China?

The supplied tariff record lists 50% for the selected uncoated lines and 0% for zinc-coated lines. No anti-dumping or countervailing duty is listed. Confirm any quota relief for uncoated wire with your broker.

Should I buy black annealed or galvanised baling wire?

Choose against the baler's feeding and tying needs, bale expansion and storage conditions. Specify strength, elongation and coating, then trial the actual wire. The selected uncoated and galvanised lines have different listed duties.

Will any coil fit my automatic baler?

Check coil weight, inner and outer diameter, winding direction and pay-off arrangement against the machine. Trial feeding and tying before approving the production specification.

What should I check when baling wire arrives?

Check batch records, diameter, strength, coating, rust, coil dimensions and winding. Trial the intended tie with your bale material, including its tendency to expand after compression.
