Zero duty on the turbo-generator line

Read from the UK Trade Tariff on 1 October 2026, heading 8502 covers electric generating sets and rotary converters. The relevant supplied line for steam-turbine generating sets is 8502 39 20 90, described as turbo-generators, other. The table shows different buying configurations sharing this tariff line.

This line carries 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control for it. That tariff position does not replace machinery safety requirements.

Confirm the commodity code against the actual turbine-generator assembly and shipment contents. Describe any separately supplied turbine, generator or spare parts to your customs broker. Specify the steam conditions and package boundary

State inlet steam pressure, temperature and available flow, exhaust pressure, and whether the application needs back-pressure, condensing or extraction operation. Ask for guaranteed electrical output and steam consumption at your operating conditions. Specify generator voltage, frequency, control functions and whether operation will be isolated or connected to an existing electrical system.

Define the package boundary: turbine, generator, coupling, gearbox if used, lubrication equipment, control panel, steam valves and any condenser. Agree foundation loads, connection drawings, lifting arrangements, preservation and spare parts. Require a factory test plan that records the steam conditions alongside the measured output.

Machinery must satisfy essential health and safety requirements. Confirm with the relevant product-safety authority whether CE or UKCA marking is required for the finished machine supplied to the Great Britain market. Ask for machinery conformity documents, electrical safety evidence and operating instructions in English. Before using qualifying pressure equipment, a written scheme of examination and an examination are required; have the site engineer assess the steam installation.

Worked duty example

Illustrative example, not a quote: A compact packaged steam-turbine generating set for a business using process steam; illustrative only under 8502 39 20 90, invoiced at £90,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £95,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £95,000, so it is £19,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity and documents: match turbine, generator and control-panel identification to the order, drawings and conformity documents. Check that the supplied equipment matches the tested configuration.

Performance and protection: review witnessed test records for electrical output, steam consumption, vibration, bearing temperatures and lubrication. Check recorded operation of overspeed protection, emergency stopping and agreed shutdown functions.

Mechanical condition: check coupling alignment records, guards, flange faces, oil-system cleanliness and preservation. On arrival, inspect for impact damage, corrosion and moisture before removing protective covers.

Installation interfaces: compare foundation and connection drawings with the delivered package. Check terminal identification, earthing connections, loose accessories and the packing list through an agreed quality inspection.

What goes wrong

A quoted output can depend on steam conditions the buyer cannot supply. Different exhaust pressure, insufficient steam flow or a missing condenser can change the result. Agree an acceptance basis using your site conditions, and distinguish measured factory performance from calculations.

Other problems include shipping corrosion, damaged flange faces, coupling misalignment and documents covering a different control package. Ask for preservation photographs and test records before dispatch, then record arrival condition. Agree who will integrate the package, check protection functions and support commissioning.

Frequently asked questions

What is the UK import duty on steam-turbine generating sets from China?

The supplied tariff record gives 0% duty for turbo-generators under 8502 39 20 90, with no listed anti-dumping or countervailing duty, suspension or attached import control.

What steam information should I send the factory?

Send inlet pressure, temperature, available flow and exhaust pressure, plus the required electrical output and operating mode. Ask the factory to state the conditions behind its performance guarantee.

What safety documents should accompany the set?

Ask for machinery conformity documents, electrical safety evidence, operating instructions in English and model-specific protection test records. Match the documents to the complete supplied package.

Can I start the set as soon as it arrives?

Plan installation and commissioning first. Before qualifying pressure equipment is used, a written scheme of examination must be in place and an examination undertaken.
