Sourcing starch wallpaper paste from China

Starch-based wallpaper paste from China carries 6% duty in retail packs of no more than 1 kg under heading 3506; bulk starch glue falls under 3505, with 8% duty in our reference guide. For Great Britain, classify and label the mixture under the chemical classification rules. Cambridge China Bridge sources starch-based wallpaper paste.

Retail paste: 6% duty

Read from the UK Trade Tariff on 30 September 2026, heading 3506 includes products put up for retail sale as glues or adhesives with a net weight no greater than 1 kg. The table shows packaging variants under the same retail code, 3506 10 00 00. Larger starch-based glue packs require a separate classification check: our modified starch guide covers heading 3505.

The supplied tariff record gives the retail line 6% duty for goods from China, with no listed anti-dumping or countervailing measure and no suspension. It attaches waste import and export controls. Waste shipment controls apply only where the material is waste; confirm the requirement for your Chinese shipment with your customs broker, particularly for discarded or off-specification stock.

Give your broker the formulation, retail artwork and net weight of each sale pack before confirming the commodity code. Do not classify by the words ‘wallpaper paste’ alone. For other adhesives within the wider heading, see our PVA wood glue guide.

Specify the paste and its mixing behaviour

Specify the starch source, modification, dry powder or ready-mixed form, and any cellulose thickener, polymer additive or preservative. Name the wallpaper backing and wall surface used for acceptance trials. Agree dilution instructions, water temperature, mixing method, standing time, working consistency and adjustment time before the paper grips.

Test the proposed paste with your actual wallpaper. Assess brushability, sliding during alignment, seam adhesion after drying and staining on the face. Agree moisture protection for powder and leak-resistant packing for ready-mixed paste, together with shelf-life evidence and batch identification.

For the Great Britain market, mixtures must be classified and labelled under the chemical classification rules. Obtain the formulation and classification assessment before approving artwork. Check the UK REACH position for the ingredients with your chemical adviser; a starch-based description alone does not establish the formulation’s compliance.

Worked duty example

Illustrative example, not a quote: Illustrative order: cartons of retail starch wallpaper paste powder sachets under 3506 10 00 00, invoiced at £2,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £3,500. Duty at 6% is £210. Import VAT at 20% is charged on the customs value plus duty, £3,710, so it is £742. Import taxes total £952; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £210 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Powder: check for dampness, hard lumps and damaged sachet seals; mix an arrival sample using the agreed instructions.

Application: check consistency, spreading and adjustment time against the approved sample on the specified wallpaper and wall surface.

Dried bond: check lifting seams, bubbles and visible staining after the trial has dried.

Packing and documents: check net weight, batch identity, mixing instructions and artwork against the approved specification; match the formulation to its classification assessment.

What goes wrong

Powder can arrive caked after moisture enters the packaging. A sample may mix smoothly while production batches form lumps or become too thin at the stated dilution. A paste that works on absorbent paper may give poor seam adhesion on the buyer’s selected backing. Inspect an arrival sample and retain a sample from each batch.

Another failure is costing a bulk starch-glue order using the retail adhesive code. Keep formulation and individual pack weight in the buying brief, and settle classification before placing the order. Use quality inspection explained to turn mixing and wallpaper trials into agreed acceptance checks.

Frequently asked questions

What is the UK import duty on starch wallpaper paste from China?

The supplied tariff record gives 6% for retail adhesive packs of no more than 1 kg under 3506 10 00 00. Bulk starch-based glue needs a separate classification check under heading 3505.

Does starch-based wallpaper paste need hazard labels?

The mixture must be classified and labelled under the Great Britain chemical classification rules. Assess the full formulation before deciding its label content.

How should I test wallpaper paste before ordering?

Mix it using the proposed instructions, apply it to your actual wallpaper and wall surface, and check spreading, adjustment time, dried seams and staining against an approved sample.

Why does imported wallpaper paste form lumps?

Check moisture ingress, powder caking and whether the mixing instructions match the product. Compare an arrival sample with the approved sample using the same water and mixing method.
