0% duty on stage pyrotechnic flash cartridges

Read from the UK Trade Tariff on 5 October 2026, heading 3604 covers fireworks and other pyrotechnic articles. Both listed lines carry 0% duty for goods from China, with no anti-dumping or countervailing measures or suspensions listed. For theatrical flash cartridges, check the other-pyrotechnic-articles line, 3604 90 00 00. Import VAT is normally 20%; see UK import duty and VAT.

The tariff attaches import and export waste controls. If cartridges from China are waste subject to notification controls, shipment requires consent from the dispatch, transit and destination authorities. Confirm the applicable waste requirement with your customs broker before shipping. For any proposed waste return to China, ask the broker to confirm the attached export restriction.

Confirm the commodity code using the cartridge’s intended theatrical use and product documents. The table shows buying variants within the same tariff line, rather than separate commodity codes. For related stage effects within this heading, see stage pyrotechnic fountains.

Specify the flash effect and cartridge compatibility

Specify the exact cartridge model, intended indoor or outdoor application, flash colour and duration, smoke and residue expectations, cartridge dimensions, holder compatibility and the manufacturer’s stated firing-system compatibility. Obtain the instructions and documented safety distances before choosing a product for a venue. Agree the labelled storage conditions and packaging with the supplier.

Confirm the applicable conformity assessment and UKCA or CE marking requirements with the relevant product safety authority. Confirm transport classification requirements for carriage in Great Britain with HSE or your dangerous goods specialist. Ask for the Competent Authority Document and match it to the supplied model and packaging. Confirm storage licensing with the receiving operator and the relevant licensing authority before dispatch.

Category T2 theatrical articles can only be supplied to people with specialist knowledge. Confirm the category on the product documents before agreeing the customer channel. Arrange specialist review of the conformity and transport documents through testing and certification.

Worked duty example

Illustrative example, not a quote: Illustrative order of 2,000 stage pyrotechnic flash cartridges; FOB and freight values are hypothetical under 3604 90 00 00, invoiced at £18,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £24,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £24,000, so it is £4,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match model names, batch references, cartridge dimensions and holder details against the purchase specification and approved product documents.

Condition: check unopened packs for dampness, crushed cartridges, damaged seals, exposed contents and damaged ignition connections. Refer suspect stock to the receiving specialist before use.

Labels and documents: compare the category, registration reference, conformity marking, English instructions and safety distances with the approved label proof. Match the transport classification document to the delivered product and packaging.

Effect evidence: have a competent pyrotechnic specialist review sample acceptance evidence for flash consistency, smoke, residue and compatibility with the specified equipment. Agree this review before shipment; see quality inspection.

What goes wrong

A supplier may send a visually similar cartridge with a different holder fit, ignition connection or effect. A demonstration video alone does not establish suitability for the buyer’s firing system or venue. Compare the model-specific documents and acceptance evidence rather than relying on a shared catalogue photograph.

Packaging damage, moisture and missing batch references make arrival checks and traceability difficult. Changes to cartridge construction or composition can also leave the goods outside the classification described in the paperwork. Hold acceptance until the specialist has resolved mismatches; agree the dangerous goods route and receiving storage before production.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
