Duty on solid bicycle tyres

Heading 4012 covers retreaded and used pneumatic rubber tyres, solid or cushion rubber tyres, tyre treads and tyre flaps. This guide covers finished solid rubber bicycle tyres. The table shows buying variants within the same solid or cushion tyre line, rather than separate tariff classifications.

Read from the UK Trade Tariff on 2 October 2026, solid or cushion rubber tyres under 4012 90 20 00 carry 2% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or import control for this line. Measures on other lines within the heading should not be applied to this product.

Give your customs broker the material composition, construction drawing and intended bicycle use to confirm the commodity code. Do not classify a pneumatic tyre as solid simply because it is described as puncture-resistant. For the wider solid tyre family, see solid rubber scooter tyres.

Specify the rim fit and riding conditions

Specify rubber composition, solid or cushion construction, tyre diameter and width, rim profile and internal rim width. Agree hardness, tread pattern, colour, allowable dimensional variation and the fitting method. Send the factory an actual rim or an agreed drawing, and approve a fitted sample rather than relying on a nominal size description.

State the intended bicycle type, loaded use and riding surfaces. Ask for retention, wear and wet-grip test evidence using the proposed tyre and rim combination. Include fitting instructions, any fitting tools and clear compatibility information in the purchase specification.

The General Product Safety Regulations apply to consumer products in Great Britain. Products should only be sold once compliance with relevant product safety regulations has been demonstrated appropriately. Keep the fitted-sample assessment and supporting reports with the product specification.

Worked duty example

Illustrative example, not a quote: 1,200 solid bicycle tyres; illustrative order, with illustrative FOB and freight values under 4012 90 20 00, invoiced at £3,500 free on board, with £910 of freight and insurance to the UK. The customs value is £4,410. Duty at 2% is £88.20. Import VAT at 20% is charged on the customs value plus duty, £4,498.20, so it is £899.64. Import taxes total £987.84; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £88.20 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure tyre diameter, width and the rim-engaging profile against the approved drawing; check clearance at the frame, fork and brakes.

Retention: fit samples to the agreed rim using the supplied method; check seating, sideways movement and slipping under braking.

Compound and tread: compare hardness with the approved sample; inspect for cracks, voids, uneven moulding, loose material and tread defects.

Identification and packing: match size descriptions, batch references and fitting instructions to the order; check for deformation caused by tight packing.

What goes wrong

A nominal size match can hide an incompatible rim profile. An overly tight tyre may be damaged during fitting; a loose tyre may move or detach. Compound changes can produce a harsher ride, poor wet grip or cracking even when the finished tyre looks like the approved sample.

Approve the tyre on the buyer's actual rim, agree the fitting method and require approval before changes to compound or construction. Compare arrival samples with the retained sample and hold suspect batches for assessment. Use a written inspection brief so the inspector checks fit as well as appearance.

Frequently asked questions

What is the UK import duty on solid bicycle tyres from China?

The supplied tariff record gives 2% for solid or cushion rubber tyres under 4012 90 20 00, with no listed anti-dumping or countervailing duty.

Do all airless bicycle tyres use the same commodity code?

Confirm the material and construction. This guide covers solid or cushion rubber tyres; a supplier's description of a tyre as airless is not enough to establish the code.

Will a solid tyre fit my existing bicycle rim?

Check the rim profile and internal width, not just the nominal tyre size. Approve a sample fitted to your actual rim and check seating, retention and brake clearance.

What safety evidence should I ask the factory for?

Ask for reports supporting retention, wet grip and durability on the specified rim, plus fitting instructions. Products should only be sold once relevant product safety compliance has been demonstrated.
