UK duty on silver-halide offset plates

Read from the UK Trade Tariff on 4 October 2026, heading 3701 covers sensitised, unexposed photographic plates and flat film made from materials other than paper, paperboard or textiles. For silver-halide offset plates, the relevant distinctions are plates with any side exceeding 255 mm and other smaller plates. The table separates punched and unpunched order formats within those tariff lines.

The supplied tariff record shows 0% duty for goods from China, with no anti-dumping or countervailing measures, suspensions or attached import controls on these lines. This record concerns the unexposed plates; identify any separately supplied processing chemicals when requesting a quote.

Confirm the commodity code using the plate dimensions, substrate and sensitised, unexposed condition. For related plate types within the wider heading, see our photosensitive photopolymer printing plates guide.

Specify the imaging and processing system

Specify a silver-halide coating explicitly. Give the factory your platesetter and processor models, imaging wavelength, plate dimensions, substrate, thickness and punching pattern. Agree the exposure settings, compatible processing chemistry, safelight conditions and storage instructions. Approve samples through your own imaging, processing and press workflow before accepting production.

If hazardous developer or other processing chemicals are supplied for workplace use, safety data sheets are required. Employers must control chemicals used at work. Ask for the chemical documents alongside the proposed processing instructions, and plan handling before running the trial.

Worked duty example

Illustrative example, not a quote: Illustrative trial consignment of boxed silver-halide offset plates under 3701 30 00 00, invoiced at £3,000 free on board, with £255 of freight and insurance to the UK. The customs value is £3,255. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,255, so it is £651. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions and fit: compare dimensions, thickness, flatness and punching with the approved specification; check loading and registration on the intended equipment.

Image and processing: expose and process batch samples using the agreed settings; compare fine detail, solid areas and clean non-image areas with the approved sample, then run a press trial.

Packaging and shelf life: check light-tight seals, dry cartons, coating scratches, batch identification and expiry dates against the agreed remaining shelf life.

Documents and chemistry: match batch records and processing instructions to the supplied plate; check the safety data sheets for any hazardous workplace chemicals included.

What goes wrong

A plate can fit the machine yet fail to image or develop correctly because its sensitivity or chemistry differs from the approved sample. Poor punching causes registration problems; coating scratches, light leaks, heat and ageing can spoil usable stock. Keep an approved sample and compare production batches through the complete workflow. See quality inspection.

Plan the disposal route for spent processing solutions before trials. In England, hazardous waste produced or handled by a business must cause no harm or damage. Ask a waste specialist to assess the actual solutions and residues rather than assuming that all plate-processing waste can be handled alike.
