Shoe welting duty and material controls
Heading 6406 covers footwear parts and certain removable accessories. For separate shoe welting, ask your broker to assess the other-footwear-parts lines, distinguishing hand-made from other production. The table shows leather and synthetic material variants sharing those codes, rather than separate material-specific tariff lines. See the wider shoe soles, uppers and insoles guide.
Read from the UK Trade Tariff on 1 October 2026, these lines carry 0% duty for goods from China, with no listed anti-dumping or countervailing duty and no suspension. They attach CITES, cat-and-dog-fur and seal-product import controls. CITES-listed leather needs the relevant permits. Cat and dog fur and products containing it cannot be imported or marketed. Seal products for trade must qualify under the indigenous communities’ exemption and have a seal catch certificate.
Send your broker the material composition, animal species where relevant, photographs, cross-section drawing, intended footwear use and manufacturing method to confirm the commodity code. Ask them to confirm the attached controls against the actual goods before shipment. The import duty and VAT guide explains the tax calculation.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Leather shoe welting, hand-made, subject to classification | 6406 90 90 20 | 0% | None |
| Leather shoe welting, other than hand-made, subject to classification | 6406 90 90 90 | 0% | None |
Specify the welt profile and attachment method
State whether the strip is a structural stitched welt or a decorative imitation welt. Specify leather species and construction, or the synthetic compound, together with width, thickness, cross-section, stitch-groove position, edge finish, colour and permitted joints. Supply a drawing and retain an approved sample. Agree roll length, winding direction and how quantities will be measured.
Trial the welt on your own sewing or bonding process. Check needle penetration, tearing around stitches, bending around the toe and compatibility with your primer and adhesive. UK REACH restrictions can limit, ban or set conditions on substances. Ask a laboratory to assess the actual leather, compound, pigments and coatings through testing and certification, taking account of the intended use and skin contact.
Worked duty example
Illustrative example, not a quote: Illustrative trial order of leather shoe welting in rolls for a shoe repair business; values are illustrative, not a quotation under 6406 90 90 90, invoiced at £3,000 free on board, with £135 of freight and insurance to the UK. The customs value is £3,135. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,135, so it is £627. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Profile: measure width, thickness and groove position along unpacked strips; compare the cross-section with the approved drawing.
Stitching and flexibility: sew production samples using your process, bend them around the intended toe shape and check for splitting, stitch tear-out and surface cracking.
Finish and bonding: compare colour and edge coating with retained samples, check colour transfer and trial adhesion with your specified primer and adhesive.
Rolls and records: check usable length, joints, winding distortion, dampness and mould; match material records and test reports to the supplied batch during quality inspection.

What goes wrong
A strip can match the sample colour but have a different profile or stiffness. A misplaced groove leaves too little material around the stitch, while inconsistent thickness affects feeding and seam appearance. Decorative welting may look suitable yet tear when used as a structural component. Approve a sewn assembly rather than judging the loose strip alone.
Surface coatings can interfere with bonding, and tightly wound rolls can retain a curl that complicates assembly. Unreported joints reduce usable length. Damp leather can arrive mouldy. Unpack production samples, record defects and compare the material and assembly results with the approved specification before accepting the batch.
