School exercise book duty and classification

Read from the UK Trade Tariff on 30 September 2026, heading 4820 covers paper and paperboard stationery, including exercise books, notebooks, pads, folders and albums. School exercise books are listed under 4820 20 00 00. The table shows product variants sharing that commodity line.

The supplied tariff record gives 0% duty for exercise books from China, with no anti-dumping or countervailing measure, suspension or attached import control recorded. Importers remain responsible for consumer product safety. Confirm with the relevant authority or customs broker whether the paper falls within the UK Timber Regulations, who would be responsible for timber due diligence when it is first placed on the GB market, and whether any exclusions apply to bamboo-based or recovered products.

Confirm the commodity code using the finished book and its intended use, rather than accepting the factory's description alone. See the memo blocks guide for another product family within the wider heading.

Specify paper, ruling and binding

Specify finished dimensions, page count, paper grammage and tolerance, opacity, fibre composition, cover material and binding. Distinguish pages from sheets in the purchase order. Provide artwork showing line spacing, margins, grid layout, cover colours and any school name.

Approve a finished sample using the pens pupils will use. Check show-through, ink feathering, erasing and whether the book opens comfortably for writing near the spine. Ask for the pulp source, species and country of harvest where timber due diligence applies.

Worked duty example

Illustrative example, not a quote: Illustrative order: 40 cartons of school exercise books; illustrative whole-pound FOB value and freight under 4820 20 00 00, invoiced at £3,500 free on board, with £150 of freight and insurance to the UK. The customs value is £3,650. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,650, so it is £730. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Paper: check page count, grammage, opacity and writing performance against the approved sample.

Ruling: check line spacing, margins, grid alignment, print contrast and the sequence of plain and ruled pages.

Binding: check staple closure, exposed points, loose sheets, spine tearing and opening behaviour.

Arrival: check carton counts, school artwork, crushed corners, dampness and musty odours before allocating stock.

What goes wrong

A sample can write well while production paper allows ink to show through or feather. Incorrect margins, faint ruling or the wrong page sequence make books unsuitable for the intended lessons. Loose staples and torn folds allow sheets to detach.

Keep an approved sample and written acceptance criteria for each design. Inspect packed production books before dispatch and compare arrival samples with the retained sample. Damp cartons and crushed corners should be recorded before stock is distributed.
