Sourcing safflower oil from China

Safflower oil from China carries 2% to 8% UK duty across liquid-oil lines: edible crude oil pays 6% and refined oil 8%. Food imports must meet equivalent GB hygiene and composition standards; organic consignments need inspection certificates. Cambridge China Bridge sources safflower oil.

Safflower oil duty by processing and use

Read from the UK Trade Tariff on 30 September 2026, heading 1515 covers fixed vegetable or microbial oils and their fractions, whether refined or not, without chemical modification. Liquid safflower oil falls within the other-oils branches: crude edible oil carries 6%, refined edible oil 8%, crude oil for technical or industrial uses excluding food manufacture 2%, and other oil for those uses 4%. The selected lines show no anti-dumping or countervailing duty.

The refined edible-oil line has a 0% suspension restricted to oils meeting the stated arachidonic acid or docosahexaenoic acid composition; it is not a general safflower oil exemption. The selected lines attach CITES and waste import and export controls, and the edible lines also attach organic import controls. CITES permits apply to listed specimens. Ask your customs broker to confirm whether the CITES and waste requirements apply to your Chinese shipment.

Confirm the commodity code using the processing history, composition, physical form and intended use. Check eligibility before using a technical-use line. For the wider heading, see our sesame oil and tung oil guide.

Specify the safflower grade and fatty acid profile

Specify safflower seed oil, whether high-oleic or high-linoleic, crude or refined, and whether deodorised. Agree the fatty acid profile, acid value, peroxide value, moisture, impurities, colour and odour with the factory. State whether additives or other oils are allowed. Approve a sample and agree shelf life, storage conditions, drum lining and seal design.

Imported cooking oil must meet the same or equivalent GB food hygiene and compositional standards. A health certificate is not normally needed for cooking oils. Pre-packed food needs a business name and address; packs sold in Great Britain must include a UK food business operator address, or the UK importer's address where appropriate.

For organic safflower oil from China into Great Britain, obtain a Great Britain certificate of inspection for each consignment and check the exporter's control body and export country against the non-UK organic registers. The exporter's control body issues the certificate. Agree this paperwork before ordering organic-labelled stock.

Worked duty example

Illustrative example, not a quote: 5 tonnes of refined edible safflower oil in sealed drums, illustrative order under 1515 90 99 99, invoiced at £18,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £19,500. Duty at 8% is £1,560. Import VAT at 20% is charged on the customs value plus duty, £21,060, so it is £4,212. Import taxes total £5,772; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,560 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: match the batch certificate of analysis to the drum markings and independently test the fatty acid profile against the agreed safflower grade.

Freshness: check acid value and peroxide value against the purchase specification, and compare colour and odour with the approved sample. Check arrival samples as well as pre-shipment samples.

Packing: inspect drum cleanliness, lining, closures and seals before loading; on arrival, check leakage, damaged closures and evidence of water ingress.

Documents and labels: reconcile batch references, quantities and processing descriptions across the invoice, analysis and labels. Check the food business address and any organic certificate. Plan sampling through our testing and certification service.

What goes wrong

A high-linoleic batch supplied against a high-oleic specification can fail the buyer's recipe or stability trial. Blending with another oil can escape a visual check. Oxidation can cause off-odours, while poor seals can cause leakage or contamination. Retain an approved sample and compare independent batch analysis before accepting the shipment.

Food and technical grades can be confused in purchasing documents, and an organic label can arrive without the corresponding inspection certificate. Keep waste oil separate from the virgin-oil specification. For imports into England under waste notification controls, the process starts in China and the exporter must apply to the dispatch country's competent authority for consent.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on safflower oil from China?

Crude liquid edible oil carries 6% and refined edible oil 8%. The technical or industrial-use lines excluding food manufacture carry 2% for crude oil and 4% otherwise. Confirm the line and its conditions.

Should I buy high-oleic or high-linoleic safflower oil?

Specify the grade your recipe or process needs, then agree a fatty acid profile with the factory. Do not accept the words 'safflower oil' alone as a complete specification.

What paperwork does organic safflower oil need?

For China-to-Great Britain imports, each organic food consignment needs a Great Britain certificate of inspection. Check the exporter's control body and export country against the non-UK organic registers.

How do I check safflower oil has not been blended?

Use an independent laboratory to test the fatty acid profile against the agreed safflower grade. Match the tested sample to the shipped batch and retain a sealed reference sample.
