Duty depends on the finished construction

Heading 5609 covers articles of yarn, twine, cordage, rope or cables not elsewhere specified or included. The table shows possible rope-doorstop constructions against the same commodity line, rather than separate tariff subdivisions. Confirm the classification of the finished sample, especially where rope surrounds a separate weighted body or textile cover. See our rope boat fenders guide for another product family within the wider heading.

Read from the UK Trade Tariff on 2 October 2026, code 5609 00 00 00 carried 4% duty for goods from China. No anti-dumping or countervailing measures or suspensions were recorded. The tariff attaches import and export controls on cat and dog fur. Imports and exports of that fur and products made from it are banned, including doorstops containing it. Ask the factory to identify any animal-derived decoration.

Give your customs broker photographs, the material breakdown and details of the rope, cover and ballast before confirming the commodity code. The illustrative order is a calculation example, not a supplier quotation; see UK import duty and VAT for the calculation method.

Specify the rope, ballast and floor contact

Write down the rope fibre, diameter, colour, knot pattern, overall dimensions and finished weight. Specify the ballast material, its enclosing pouch or core, the handle attachment and the underside. Approve a sample on the floor surfaces and doors your customers use, checking whether it holds the door without rolling, scratching or transferring colour.

Consumer doorstops supplied in Great Britain must be safe in normal and reasonably foreseeable use. Assess exposed hard cores, escaping ballast, loose rope ends and detachable decorations. Agree checks for these risks and keep the approved construction with your order records. Use testing and certification support to scope the assessment.

Worked duty example

Illustrative example, not a quote: 648 cotton rope doorstops; illustrative order, not a quotation under 5609 00 00 00, invoiced at £2,160 free on board, with £648 of freight and insurance to the UK. The customs value is £2,808. Duty at 4% is £112.32. Import VAT at 20% is charged on the customs value plus duty, £2,920.32, so it is £584.06. Import taxes total £696.38; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £112.32 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Weight and shape: weigh finished doorstops against the agreed specification, measure their dimensions and compare knot tightness with the approved sample.

Ballast and handle: inspect the inner enclosure, shake and handle samples to check for leakage, and pull the carrying handle using the agreed test method.

Floor contact: check for exposed hard edges, rolling, scratches and colour transfer on representative flooring, including after wiping the rope with a damp cloth.

Packing and identification: check for dampness, mould, crushed knots and loose fibres; match product and batch references to the order. Agree sampling in the quality inspection guide.

What goes wrong

A doorstop can match the photograph yet arrive too light to hold the intended door. Loose knots expose the core, handles pull out, ballast leaks through weak seams and dyed rope marks pale floors. Dry-looking outer cartons can conceal damp rope and a musty smell.

Keep a sealed approved sample and record weight, materials and construction rather than accepting appearance alone. Compare arrival samples with it before releasing stock. If the factory changes the ballast, rope dye or underside, assess a fresh sample before approving the change.
