UK duty on room sprays from China
Read from the UK Trade Tariff on 21 November 2026, heading 3307 includes prepared room perfuming and deodorising products. Finished pump sprays and refill liquids are candidates for 3307 49 00 90. The table lists product formats sharing this line. China-origin goods carry 6% duty, with no anti-dumping duty, countervailing duty or suspension recorded. Import VAT is 20%.
The UK Trade Tariff attaches an import control of fluorinated greenhouse gases. Have your customs broker confirm the requirement for the actual formulation and any propellant. Products containing banned fluorinated gases must not be placed on the Great Britain market. The tariff also lists an export control of mercury, labelled as an export measure; ask your broker to confirm its relevance to the transaction.
Confirm the commodity code using the formulation, room-fragrance purpose and dispensing format. Do not assume that every pressurised aerosol shares the pump-spray classification. For the wider room-fragrance heading, see reed diffuser liquids.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |

Specify the fragrance, spray and bottle together
Agree fragrance, solvent base, ingredient identities and concentrations, colour, clarity and fill quantity. Specify the bottle material, pump, dip tube, gasket, closure and cap. Retain an approved filled sample. Compare mist pattern, pump priming, scent release and residue under agreed conditions; smelling the bulk liquid alone does not establish spray performance.
Before sale in Great Britain, arrange scientifically competent classification and ensure correct chemical labelling and packaging for the finished blend. Check whether constituent substances require UK REACH registration. Confirm with HSE whether a safety data sheet is required for the intended workplace supply. Request documents matching the finished spray, rather than only the fragrance concentrate.
Keep fragrance-only and germ-killing product briefs separate. Biocidal rules exclude products and active substances not used for biocidal purposes; ask HSE to check the scope before approving germ-killing claims. For relevant pressurised aerosols sold in Great Britain, either UKCA or reversed epsilon marking can be used. Review that format separately before approving artwork.
Worked duty example
Illustrative example, not a quote: Illustrative order: 200 kg of finished room spray in retail pump bottles under 3307 49 00 90, invoiced at £6,000 free on board, with £600 of freight and insurance to the UK. The customs value is £6,600. Duty at 6% is £396. Import VAT at 20% is charged on the customs value plus duty, £6,996, so it is £1,399.20. Import taxes total £1,795.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £396 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Liquid: compare scent, colour and clarity with the retained sample; investigate separation, sediment or an unexpected solvent smell.
Spray: check priming, mist consistency, dribbling and operation through the bottle; compare scent release and residue with the approved sample.
Pack: check fill quantity, closure fit, gasket compatibility and leakage after handling; inspect refill bottles after opening and resealing.
Documents: match batch identity, formula revision, safety data sheet and approved artwork; check label readability after contact with the spray.

What goes wrong
A fragrance or solvent substitution can change scent release, residue and pump performance. A pump that works with a sample liquid may clog or dribble with production stock. Require written approval for formula and component changes, and check filled production packs against the retained sample.
A bottle can look sound while its gasket swells or its coating deteriorates in contact with the blend. Include filled-pack compatibility and leakage checks in the purchase specification. Formula changes can also leave the safety data sheet and artwork out of step; stop artwork approval until the revised blend has been reviewed.
