Duty and classification of extraction meal

Read from the UK Trade Tariff on 4 October 2026, heading 2306 covers solid residues from extracting vegetable or microbial fats or oils, whether ground or pelleted, excluding the headings specified in its description. Rice bran extraction meal should be assessed against 2306 90 90 00. The table repeats this candidate line for different supply forms; these are not separate tariff subheadings.

The supplied record lists 0% duty for goods from China, no anti-dumping or countervailing measures and no suspensions. It attaches organic import and waste import and export controls. For organic meal, confirm inspection certificates and eligibility with your customs broker and organic control body. Waste controls apply only if the material is waste; for notification-controlled imports into England, the exporter must seek consent through the dispatch country's competent authority. Confirm applicability before shipping.

Confirm the commodity code using the extraction process, composition and intended use. Compare the wider oilcake and meal guide and the bran and milling residues guide. Specific rice products from China face emergency controls concerning unauthorised genetically modified organisms. Ask your broker and port health authority whether your exact meal falls within their scope and what clearance documents are needed.

Specify the rice bran and extraction process

Describe the product as rice bran residue after oil extraction. Ask the factory for its process description, including solvent extraction, heat treatment and any subsequent grinding, pelleting or blending. Agree crude protein, residual oil, moisture, fibre, ash and particle size. State the intended animal feed use and disclose any added ingredients.

Agree sampling, laboratory methods and acceptance criteria before approving the lot. Ask for batch analysis covering nutritional composition and relevant contaminants, including aflatoxins and heavy metals. Confirm feed business registration and feed material naming and declaration requirements with the relevant feed authority. Use testing and certification support to prepare the analysis and document brief.

Worked duty example

Illustrative example, not a quote: Illustrative order: 12 tonnes of rice bran extraction meal for a feed merchant under 2306 90 90 00, invoiced at £3,500 free on board, with £2,680 of freight and insurance to the UK. The customs value is £6,180. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £6,180, so it is £1,236. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: compare the extraction process and ingredient declaration with the order; check for husk, foreign matter or undeclared blended material.

Analysis: match batch references to laboratory reports and compare protein, residual oil, moisture, fibre and ash with the agreed specification.

Condition: inspect loading and arrival samples for mould, insects, rancid odours, heating and caking; check bags for dampness and damage.

Documents: match bag or bulk declarations, batch references and delivery records; confirm any organic certificate and rice clearance arrangements before loading.

What goes wrong

A supplier's description of 'rice bran' can conceal a different processing history. Milling bran and oil-extraction meal need separate classification checks. Excess husk or other filler can undermine the agreed composition, while low protein or excessive residual oil changes the value of the meal to the feed buyer.

Damp meal can cake or grow mould during transport, and deteriorating residual oil can produce rancid odours. Missing organic documents or unresolved rice clearance arrangements can delay release. Retain loading samples and compare them with arrival samples before accepting disputed stock. Our quality inspection guide explains how to define the checks.

Frequently asked questions

What is the UK import duty on rice bran extraction meal from China?

The supplied tariff record lists 0% under the candidate code 2306 90 90 00, with no trade remedies or suspensions. Confirm that the goods are oil-extraction residue before using this code.

Is rice bran extraction meal the same as rice bran?

Extraction meal is the residue after removing oil. Ordinary milling bran has a different processing history. Ask for the factory's process description rather than classifying from the sales name.

Do I need to register before importing it as animal feed?

Confirm feed business registration requirements with the relevant feed authority before importing. Also ask that authority to confirm the feed labelling and undesirable-substance requirements applicable to the meal.

What should I test before accepting a shipment?

Check protein, moisture, residual oil, fibre and ash against the contract, with relevant contaminant testing. Inspect for mould, insects, rancid odours, heating and caking, using representative samples.
