UK duty on replacement pushchair wheels

Heading 8715 covers baby carriages and their parts. Replacement pushchair wheels are covered here as parts under 8715 00 90 00. The table shows wheel variants sharing that parts line, rather than separate tariff subdivisions. For complete vehicles, see prams and pushchairs.

Read from the UK Trade Tariff on 1 October 2026, the parts line carries 2% duty for goods from China. The supplied record lists no anti-dumping or countervailing duty and no suspension. It attaches a cultural-goods export licence control. Official guidance describes that licence as covering exports from Great Britain; ask your customs broker to confirm how the recorded control affects your declaration.

Confirm the classification using drawings, photographs and details of what is supplied, especially if buying tyres or tubes separately rather than complete wheels. Use finding your commodity code before ordering.

Specify the wheel and its pushchair interface

Name the compatible pushchair models and frame versions. Specify wheel diameter, tread width, hub width, axle bore, bearing arrangement, spacers and retention mechanism. For rear wheels, include the brake engagement geometry. State whether the order includes axles, bearings, caps, tyres and fitting hardware. Approve a sample fitted to the actual frame.

For Great Britain, the General Product Safety Regulations 2005 require safe products. Ask for safety evidence covering the intended wheel and pushchair combination, including retention, braking and durability. Agree English fitting instructions that explain installation and checks before use. Set the tyre material, tread, colour and permitted dimensional tolerances in the purchase specification.

Worked duty example

Illustrative example, not a quote: Illustrative order of 2,000 replacement pushchair wheels; values are illustrative, not a quotation under 8715 00 90 00, invoiced at £8,000 free on board, with £1,560 of freight and insurance to the UK. The customs value is £9,560. Duty at 2% is £191.20. Import VAT at 20% is charged on the customs value plus duty, £9,751.20, so it is £1,950.24. Import taxes total £2,141.44; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £191.20 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: compare arrival samples with the approved drawing and fit them to the specified frame, checking hub clearance, axle seating and free rotation.

Retention: check clips, release buttons, axle fixings and caps; test that the fitted wheel stays secured during the agreed loading and durability checks.

Braking and steering: check rear-wheel brake engagement, release and holding performance on the assembled pushchair; check front-wheel swivel movement and locking where fitted.

Tyres and identification: inspect tread bonding, cracks, distortion and pneumatic leaks; match model labels, batch references, included hardware and English fitting instructions to the order. Arrange quality inspection against the approved sample.

What goes wrong

A wheel can have the right outside diameter yet the wrong hub width or axle interface. It may rub the frame, wobble or fail to latch securely. Rear-wheel brake features can look similar while preventing full engagement. Check the assembled combination rather than accepting a catalogue claim of universal compatibility.

Loose caps, cracked hubs, detached tread and leaking pneumatic tyres are defects to screen for. Mixing frame versions under the same stock label can also produce incorrect replacements. Keep approved samples and batch records, and agree that changes to the hub, retention parts or tyre material need your review before production.
