UK duty on replacement pushchair footrests

Read from the UK Trade Tariff on 1 October 2026, heading 8715 covers baby carriages and their parts. Replacement pushchair footrests identified as carriage parts fall within 8715 00 90 00, carrying 2% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension.

The tariff record also lists a DCMS Export Licence control. Official cultural-goods guidance states that imports of objects of cultural interest into Great Britain have no licensing requirements. Ask your customs broker to confirm the treatment of that listed control for your shipment, particularly if it contains historic parts.

The footrest variants in the table share the same parts code; they are not separate tariff subdivisions. Confirm classification using the drawings, materials and intended pushchair application with finding your commodity code. For the wider heading and related assemblies, see replacement pushchair seat units.

Specify the footrest against the pushchair

Order against the pushchair make, model and frame revision, supported by a drawing and an approved sample. Fix the mounting-hole positions, clip profile, pivot arrangement, usable foot surface and clearance from wheels and folding joints. State whether the footrest is fixed or adjustable and which brackets, pins and fasteners come with it.

Specify the plastic material, metal finish or fabric construction, as applicable. Agree adjustment positions, retention checks and strength testing with the laboratory using the intended pushchair assembly. Products supplied in Great Britain must be safe; assess the replacement fitted to its intended frame, including trapping points and parts that could detach.

Approve fitting instructions that show bracket orientation, fastener installation and how to check that an adjustable footrest has locked. Keep compatibility claims limited to the assemblies actually checked.

Worked duty example

Illustrative example, not a quote: Illustrative order: 50 replacement pushchair footrests under 8715 00 90 00, invoiced at £2,000 free on board, with £90 of freight and insurance to the UK. The customs value is £2,090. Duty at 2% is £41.80. Import VAT at 20% is charged on the customs value plus duty, £2,131.80, so it is £426.36. Import taxes total £468.16; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £41.80 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: install sampled footrests on the intended pushchair frame; check mounting alignment, seating of clips and clearance during folding and wheel movement.

Retention: check pins, screws and clips against the approved sample; operate adjustment locks and check that the footrest stays attached under the agreed test conditions.

Finish: inspect moulded edges, metal burrs, cracks, fabric stitching and exposed fastener ends; check accessible gaps throughout adjustment and folding.

Packing: match the part label to the model application, confirm fittings and instructions are present, and inspect for bent brackets or cracked mouldings on arrival. Use the inspection guide to brief the checks.

What goes wrong

A footrest can look correct while its clips or pivot spacing differ from the intended frame. Forcing it into place can leave incomplete engagement, distort a bracket or obstruct folding. Compare the fitted production sample with the approved assembly before accepting the batch.

Other failure points include adjustment teeth that slip, missing retaining pins, mouldings that crack around fixings and stitching that pulls away from a fabric support. Photograph the defect with its part and batch identification, separate affected stock and resolve the cause before reordering.
