Duty on replacement perfume atomiser heads

Heading 9616 covers scent sprays and similar toilet sprays, their mounts and heads, and cosmetic powder puffs and pads. Replacement perfume atomiser heads fall within the mounts and heads description under 9616 10 90 00. See the wider atomisers and powder puffs guide for complete products and applicators.

Read from the UK Trade Tariff on 27 October 2026, the mounts and heads line carries 2% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or import control for this line. These findings concern the head line specifically.

Confirm the commodity code using drawings, photographs and the supplied assembly's function. Pumps supplied as packaging components may classify elsewhere, as explained in the wider guide. For the calculation method, see UK import duty and VAT.

Specify the head against the actual bottle

Supply a bottle-neck drawing and physical bottle samples. State whether the head screws on, crimps on or pushes onto an existing stem. Define the connection dimensions and tolerances, gasket position, dip-tube length, actuator shape, cap clearance and whether the order includes the complete pump assembly or only the actuator.

Declare the materials that contact fragrance, including seals, dip tubes and pump components. Agree spray output per actuation, mist pattern, priming behaviour and repeated-use performance against an approved sample. Test with the intended fragrance. Consumer atomiser accessories are subject to general product safety law; only safe products may be supplied in Great Britain.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2,000 replacement perfume atomiser heads under 9616 10 90 00, invoiced at £2,500 free on board, with £640 of freight and insurance to the UK. The customs value is £3,140. Duty at 2% is £62.80. Import VAT at 20% is charged on the customs value plus duty, £3,202.80, so it is £640.56. Import taxes total £703.36; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £62.80 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: assemble sampled heads on the buyer's actual bottles; check seating, fastening, dip-tube clearance and cap fit.

Seals: test assembled bottles with the intended fragrance upright and inverted; inspect for leaks, swelling, softening and odour changes.

Spray: compare priming, output and mist pattern with the approved sample; check for jets, drips and sticking after repeated operation.

Finish and packing: check sharp edges, loose actuators, plating adhesion and blocked nozzles; match carton contents and batch identification to the order. Agree the scope through quality inspection.

What goes wrong

A head can look correct but leak because its gasket or fastening does not match the bottle neck. A long dip tube can bend against the base, while a short tube leaves fragrance behind. An actuator that fits the stem can still produce the wrong spray pattern.

Fragrance can swell seals or affect plastic components, causing delayed leaks or sticking. Approve the assembled bottle and head with the intended fragrance, then repeat the checks on production samples and on arrival. Record the approved materials so substitutions can be identified.
