UK duty on rail-mounted concrete wall saws

Heading 8464 covers machine tools for working stone, ceramics, concrete and similar mineral materials, and for cold working glass. Rail-mounted concrete wall saws belong within its sawing-machine line. The configurations shown in the table share that line; they are not separate tariff subdivisions. For the wider product range, see stone and tile cutting machines.

Read from the UK Trade Tariff on 30 September 2026, code 8464 10 00 00 carried 2% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspensions or attached import controls for this line. All other lines in the supplied heading also carried 2%.

Confirm the commodity code against the complete package specification before shipment. Identify the saw head, rails, power unit, controls and separately supplied blades on the packing list, rather than assuming every accessory uses the machine's code.

Specify the wall saw as a complete cutting system

State the intended concrete and reinforcement, cutting depth, blade diameter and mounting interface, spindle speed, feed control and site power supply. Specify electric or hydraulic drive, rail lengths and joints, mounting brackets, end stops and the required cutting orientations. For hydraulic systems, agree the power unit, hose connections and operating specifications.

Define whether flush cutting is required and request a demonstration of that configuration. Agree blade guards, water connections, slurry collection arrangements, remote-control functions and replacement wear parts. Require a test cut using the offered saw head, rails and power unit together.

For supply in Great Britain, confirm with the relevant authority the conformity assessment, CE or UKCA marking, declaration of conformity and English-instruction requirements under the Supply of Machinery (Safety) Regulations 2008. Ask for the supporting technical file and check that the documents identify the supplied configuration. Machinery must be safe before it is placed on the market or put into service. Use testing and certification support to review the evidence.

Worked duty example

Illustrative example, not a quote: Wall saw package with rails and power unit, illustrative order under 8464 10 00 00, invoiced at £4,200 free on board, with £1,244 of freight and insurance to the UK. The customs value is £5,444. Duty at 2% is £108.88. Import VAT at 20% is charged on the customs value plus duty, £5,552.88, so it is £1,110.58. Import taxes total £1,219.46; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £108.88 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Rails and mountings: check straightness, joint alignment, carriage movement, bracket fit and end stops before dispatch and again after unpacking.

Cutting performance: witness a concrete test cut, record the achieved depth and straightness, and check feed behaviour, blade mounting and guard clearance.

Safety and documents: check guards, emergency stops, electrical earthing, control functions and the match between the machine identification, conformity declaration and English manual.

Water and packing: check delivery to the blade throughout the cut, leaks near electrical connections, protected hose fittings and braced rails. HSE guidance says enough water is needed throughout the work. Agree the checks through quality inspection.

What goes wrong

Misaligned rail joints or loose mountings can let the cut wander. A demonstration with a different power unit can conceal poor performance in the supplied package. Flush-cut fittings may conflict with the supplied guard, and incompatible blade mounts can prevent the buyer using their intended tooling. Approve the complete configuration after a witnessed test.

Blocked water outlets, leaking connectors and damaged rails can make an otherwise working saw unsuitable for the job. Concrete cutting releases respirable crystalline silica; confirm employers' exposure-control duties under the Control of Substances Hazardous to Health Regulations 2002 with HSE. Specify wet-cutting provision, check it under load and agree replacement seals, carriage wear parts and hose fittings before ordering.
