Commercial catalogue duty and VAT

Read from the UK Trade Tariff on 30 October 2026, commercial catalogues under 4911 10 10 00 carry 0% duty from China. The supplied tariff record lists no anti-dumping or countervailing measure, suspension or attached control for this line. Heading 4911 covers other printed matter, including commercial catalogues.

Confirm with HMRC or your customs broker whether the finished printed catalogues qualify for VAT zero rating under HMRC VAT Notice 701/10 and which import VAT treatment applies. Check the finished format, particularly publications incorporating forms or separate inserts, before assuming zero rating. See UK import duty and VAT.

The table shows catalogue formats sharing the commercial catalogue code, rather than separate tariff lines. Confirm your commodity code against the finished goods. For advertising sheets, posters and other products outside this catalogue focus, see posters and printed matter.

Specify the catalogue before printing

Specify finished size, page count, cover and inner paper weight, coating, colour process, binding and surface finish. Provide print-ready artwork with bleed and an agreed page sequence. Approve a physical proof on the actual stock, including product photographs, item references, captions and contact details.

Agree how bundles are counted, carton labels and protection against moisture and crushed corners. Keep a signed proof and binding sample for the inspector, and identify the approved artwork version in the order.

Worked duty example

Illustrative example, not a quote: 20,000 printed product catalogues; illustrative order, not a quote under 4911 10 10 00, invoiced at £6,000 free on board, with £800 of freight and insurance to the UK. The customs value is £6,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £6,800, so it is £1,360. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Content: compare item references, captions, contact details and page sequence with the approved artwork; check for missing or repeated pages.

Paper and colour: compare cover and inner stock, opacity, coating and photograph colours with the signed physical proof.

Binding and trim: open sampled catalogues, check secure pages, aligned trimming and readable text near the spine; look for cracked folds and loose staples or glue.

Packing: check bundle counts, carton labels, corner protection and moisture damage; inspect arrived copies for cockling, scuffing and ink transfer.

What goes wrong

Catalogue failures often involve outdated artwork, repeated pages, substituted paper and colour shifts in product photographs. A screen preview cannot show paper feel, show-through or whether binding hides text. Approve the physical proof and freeze the artwork version before the print run.

Covers can crack at folds, pages can detach and sea freight can leave paper cockled. Compare production samples with the agreed binding sample and inspect protective packing before dispatch. Use the quality inspection guide to brief the inspection.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
