Sourcing printed plans and drawings from China
Plans and drawings from China for architectural, engineering, industrial, commercial, topographical or similar purposes, hand-drawn originals and hand-written texts, with their reproductions, pay 0% UK duty under the single code 4906 00 00 00. Unlike books and maps, such plans and drawings are excluded from VAT zero-rating, so import VAT at the standard rate applies.

0% duty
Read from the UK Trade Tariff on 28 September 2026, heading 4906 covers plans and drawings for architectural, engineering, industrial, commercial, topographical or similar purposes, being originals drawn by hand; hand-written texts; and photographic reproductions on sensitised paper and carbon copies of these. It is a single code carrying 0% on goods from China, with no anti-dumping measure.
Note 1 to Group 3 of Schedule 8 to the Value Added Tax Act 1994 says the zero-rating for books, maps and similar items does not include plans or drawings for industrial, architectural, engineering, commercial or similar purposes. Plans and drawings are therefore standard-rated, and import VAT is due on them. Printed maps, charts and plans are other headings; confirm the commodity code.
| Goods | Commodity code | Duty | Anti-dumping duty on China |
|---|---|---|---|
| Plans and drawings, hand-written texts, and their reproductions | 4906 00 00 00 | 0% | None |
Where this heading appears
The heading is rare as a traded product; it appears when drawings, hand-drawn artwork for design projects or document sets are shipped as goods, for example with factory equipment or a building project. Drawings delivered electronically are a service, not goods, and do not pass through customs.
When drawings travel with machinery or a building kit, agree whether they are invoiced separately or included in the price of the main goods, because that affects the customs value.
Worked duty example
Illustrative example, not a quote: a boxed set of hand-drawn architectural plans under 4906 00 00 00, invoiced at £3,000 free on board, with £200 of freight and insurance to the UK. The customs value is £3,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,200, so it is £640. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

What goes wrong
Drawing shipments go wrong on VAT and valuation. Importers assume the book zero rate applies, and drawing sets sent with equipment are left off the customs value.
Cambridge China Bridge sources materials for UK manufacturers with documents agreed before shipment. See factory verification.
