Duty on printed paper swing tags

Heading 4821 covers paper or paperboard labels, whether printed or unprinted. Printed swing tags without adhesive fit the description of 4821 10 90 00, printed other labels. The table includes neighbouring adhesive and unprinted lines for comparison; they are not alternative descriptions of an ordinary printed swing tag.

Read from the UK Trade Tariff on 22 October 2026, all listed lines carried 0% duty for goods from China. The supplied facts record no anti-dumping or countervailing duty, suspensions or attached import controls. Import VAT is separate from customs duty.

Confirm the commodity code using the finished tag's material, printing and attachment method. For the wider heading, see the direct thermal paper labels guide.

Specify the board, artwork and attachment

Specify paperboard grade, grammage, thickness, fibre mix, finished dimensions, shape and surface finish. State the print colours, artwork version, print on each face, barcode data, hole position and cord material. Approve a physical sample made with the intended board and finish, rather than approving artwork alone.

Confirm with the Office for Product Safety and Standards what pulp-legality due diligence is needed when first placing paper on the Great Britain market under the UK Timber Regulations, and whether any exception applies to bamboo-based or recovered products. Ask for fibre-source records, species and country of harvest where applicable, and establish whether claimed recycled content qualifies for any applicable exception.

Worked duty example

Illustrative example, not a quote: Illustrative order of 14,000 printed paper swing tags; FOB and freight values are illustrative under 4821 10 90 00, invoiced at £1,800 free on board, with £150 of freight and insurance to the UK. The customs value is £1,950. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £1,950, so it is £390. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Board: compare thickness, stiffness, finish and colour with the approved sample; check for curl, delamination and damp edges.

Print: check artwork version, colour registration, text and barcode scans using the buyer's intended scanner; rub the surface to check ink transfer.

Attachment: check hole position, clean punching, cord length and knots; pull the assembled tag to check tearing around the hole.

Packing: check quantities by artwork variant, carton identification, flat packing and moisture protection. Retain samples from the shipment for comparison on arrival.

What goes wrong

Thin substituted board bends or tears at the hole. Heavy coatings crack at cut edges, ink transfers onto clothing, and misplaced holes cut into artwork. A barcode may look correct but fail to scan after varnishing or because the factory resized it.

Mixed artwork versions and tangled cords delay tagging at the warehouse. Record the approved sample and artwork version in the order, check finished tags before dispatch, and repeat those checks on arrival. Use the inspection guide to prepare the inspection brief.
