Dictionary classification and duty

Read from the UK Trade Tariff on 30 October 2026, printed dictionaries under 4901 91 00 00 carry 0% duty from China. Heading 4901 covers printed books and similar printed matter; this line covers dictionaries, encyclopaedias and their serial instalments. No anti-dumping or countervailing duty or suspension is recorded. The table shows dictionary formats sharing the same commodity line.

The tariff file attaches a DCMS Export Licence control. Official guidance states that there are no licensing requirements for importing objects of cultural interest into Great Britain. Ask your customs broker to confirm how the recorded export control relates to your shipment, especially for older editions or subsequent exports.

Confirm the VAT treatment of printed books with HMRC or your customs broker. Confirm the commodity code for the actual goods, particularly sets containing additional items. See book printing for the wider heading.

Dictionary text, paper and binding

Specify the edition, language pair, entry order, pronunciation symbols, cross-references and appendices. Supply the final typeset files and agree that the printer will make no editorial substitutions. Check permission before reproducing copyright material; a factory's existing sample is not evidence of permission.

Agree trim size, extent, text and cover paper, opacity, ink, binding and packing. Approve proofs showing dense entries, accented characters and text near the gutter. Check a bound sample for comfortable opening and readable inner columns. Thin paper needs enough opacity to keep reverse-side text from interfering with reading.

Worked duty example

Illustrative example, not a quote: 5,000 paperback dictionaries, illustrative order under 4901 91 00 00, invoiced at £20,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £22,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £22,500, so it is £4,500. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Printed books, newspapers and periodicals, children's picture and painting books, printed music and maps can be zero-rated under HMRC's VAT Notice 701/10, in which case no import VAT is due, so check the rate for your product.

Inspection checklist

Text: compare finished copies with the approved files for missing symbols, broken letters, incorrect running heads and altered cross-references.

Pages: check alphabetical sequence, page order and appendices for missing, duplicated or inverted sections.

Binding: open samples throughout the book, check gutter readability and page attachment, and examine hardback joints and board flatness.

Arrival: check carton counts, edition labels, crushed corners, damp pages and mould. Record defects with photographs and use the inspection guide to prepare the factory checks.

What goes wrong

A substituted font can lose pronunciation symbols while ordinary letters still look correct. Light printing makes small entries difficult to read, and translucent paper lets the next page show through. A tight gutter hides inner-column text. Check representative dense pages on the actual paper before approving production.

Incorrect collation can leave an apparently complete dictionary missing an alphabetical section. Weak glue causes pages to detach during repeated opening, while damp packing can distort pages and boards. Inspect bound copies before dispatch and compare arrival samples with the retained approved sample.
