Duty and VAT on printed comic books

Read from the UK Trade Tariff on 1 October 2026, heading 4901 covers printed books, brochures, leaflets and similar printed matter. This guide covers bound comic books, including graphic novels and collected editions. The table shows formats using the same other-printed-books code, rather than separate tariff lines. See book printing for the wider heading.

The supplied tariff record shows 0% duty from China, no anti-dumping or countervailing measures, and no suspensions. It attaches a DCMS Export Licence entry. Official guidance says there are no cultural-goods import licensing requirements for Great Britain. Ask your customs broker to confirm how the attached entry applies to your shipment.

Books bundled with toys or other goods may need different classification and tax treatment. Confirm the finished product's commodity code before ordering, especially for unusual formats or bundles.

Comic artwork, paper and binding

Specify trim size, page extent, reading direction, paper weight and opacity, cover stock, binding and finish. Include the intended audience and whether the artwork is colour or black and white. Thin paper can show dark panels through the reverse; a tight binding can hide speech bubbles near the gutter.

Supply print-ready files with embedded fonts and agreed bleed. Approve a colour proof on the intended stock and a bound sample showing page order and opening behaviour. Secure permission before reproducing copyright artwork or text. Consumer products sold in Great Britain must be safe in normal or reasonably foreseeable use; include exposed staples and loose components in your checks.

Worked duty example

Illustrative example, not a quote: 5,000 hardback comic books, illustrative order under 4901 99 00 00, invoiced at £20,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £22,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £22,500, so it is £4,500. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Printed books, newspapers and periodicals, children's picture and painting books, printed music and maps can be zero-rated under HMRC's VAT Notice 701/10, in which case no import VAT is due, so check the rate for your product.

Inspection checklist

Artwork and colour: compare finished copies with the approved proof; check skin tones, black panels, fine lettering, speech bubbles and print registration.

Sequence and trimming: read through sampled copies in the specified direction; check missing, repeated or inverted pages and artwork cut off at the edges.

Binding and finish: check page attachment, spine cracking, opening behaviour, cover scuffing and exposed staple ends. Use the inspection guide to agree checks before dispatch.

Arrival and packing: check for damp cartons, wavy pages, crushed corners and rubbed covers; match title, edition and carton counts to the order.

What goes wrong

Screen artwork can print with muddy shadows or illegible lettering. Changes to paper can increase show-through, while the wrong page sequence or reading direction can make a comic unusable. Keep the approved files and bound proof as the production reference, and require approval before substitutions.

A sound print run can still arrive with split spines, crushed corners or moisture damage. Agree protective packing for the chosen binding, inspect before loading, and photograph damaged cartons and affected copies on arrival.
