2% duty on gas-operated pipe cutters

Read from the UK Trade Tariff on 1 October 2026, heading 8468 covers soldering, brazing and welding machinery and apparatus, whether or not capable of cutting, and gas-operated surface tempering equipment. Portable oxy-fuel pipe cutters belong to the gas-operated apparatus family. Separately supplied hand-held blowpipes and apparatus parts have their own lines.

Every line in the supplied tariff facts carries 2% duty for goods from China. No anti-dumping or countervailing duty, suspension or attached import control is listed. The other-apparatus row is included for classification comparison, rather than as an alternative code for an ordinary gas-operated pipe cutter.

Confirm the commodity code against the complete machine specification and separately invoiced accessories. Describe the cutting process as well as the carriage drive. For the wider equipment family, see oxy-fuel profile cutting machines.

Specify the pipe, carriage and gas circuit

Specify pipe material, outside diameter range, wall thickness, square-cut or bevel requirements, and the permitted cut-edge variation. State whether travel is hand-cranked or powered, how the chain or track attaches, the clearance around the pipe, and whether the machine must complete a cut without repositioning. Ask for a cutting trial on material matching your intended work.

Agree the fuel gas, torch and nozzle selection, gas pressures, regulator connections, hose routing and flashback protection. HSE advises fitting flashback arresters to both oxygen and fuel gas hoses near the regulators. Confirm which components are included and which will be sourced in the UK.

For a powered machine supplied in Great Britain, check the applicable machinery safety requirements, technical file arrangements, declaration of conformity, UKCA or CE marking and English instructions. Match the documents to the ordered configuration. For a hand-cranked model, ask the supplier to identify the requirements applicable to its actual construction; seek testing and certification support where needed.

Worked duty example

Illustrative example, not a quote: Illustrative order: 40 portable oxy-fuel pipe cutting machines under 8468 20 00 00, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 2% is £640. Import VAT at 20% is charged on the customs value plus duty, £32,640, so it is £6,528. Import taxes total £7,168; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £640 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Tracking: assemble the supplied chain or track on representative pipe, check tension adjustment and attachment security, and watch for slipping, wandering or a step where the cut meets its starting point.

Cut quality: have a trained operator demonstrate the agreed material and wall thickness. Check cut completion, edge squareness or bevel consistency, torch height adjustment and travel smoothness.

Gas circuit: check connections, hose condition, shut-off valves and the agreed flashback arresters. Use leak-detection fluid to check suspected leaks, never a flame.

Arrival and documents: check the carriage, torch holder, chain links and case for transit damage. Match the nameplate, supplied accessories, declaration and English manual to the order. Record discrepancies using the quality inspection guide.

What goes wrong

A carriage may run smoothly on a demonstration pipe but wander on your diameter or surface condition. Loose chain adjustment, uneven travel and movement in the torch holder can leave a stepped closing cut or an inconsistent bevel. Require the factory to demonstrate the complete supplied arrangement against written acceptance criteria.

A cutting machine can arrive with a suitable carriage but mismatched nozzles, incompatible gas connections or missing protection. Keep the accepted gas circuit and accessory list with the order, and compare the delivered equipment before commissioning. A generic certificate does not identify whether the supplied configuration matches the declaration.

Frequently asked questions

What is the UK import duty on portable oxy-fuel pipe cutters from China?

The supplied tariff facts show 2% duty under 8468 20 00 00, read on 1 October 2026, with no listed anti-dumping or countervailing duty.

Can I order the cutter without cylinders and regulators?

Agree exactly what is included. Give the factory the gas type and connection details of your UK equipment, and check compatibility before accepting the sample.

What should the factory cutting trial show?

Use representative pipe material, diameter and wall thickness. Check tracking, cut completion, the closing joint and square-cut or bevel consistency against your agreed specification.

Does a powered pipe cutter need conformity documents?

For Great Britain, check the declaration of conformity, UKCA or CE marking and English instructions, together with technical file arrangements. Match them to the supplied configuration.
