Sourcing polyester pongee fabric from China

Polyester pongee fabric from China within heading 5407 carries a flat 8% UK duty across the relevant lines. Classification depends on yarn composition and finish, rather than the pongee name. Ask HSE to confirm applicable UK REACH restrictions on azo dyes for textiles intended for direct and prolonged skin contact. Cambridge China Bridge sources polyester pongee fabric.

UK duty on polyester pongee fabric

Heading 5407 covers woven fabrics of synthetic filament yarn. For polyester pongee, establish whether the yarn is textured or non-textured, its composition by weight, and whether the fabric is unbleached, bleached, dyed, yarn-dyed or printed. The table gives possible lines, rather than a code for every fabric sold as pongee.

Read from the UK Trade Tariff on 30 September 2026, the relevant polyester lines carried 8% duty on goods from China. The supplied tariff data lists no anti-dumping or countervailing duty, suspension or attached import control for these lines. A suspension elsewhere in the heading concerns a specifically described high-tenacity fabric; it does not give ordinary polyester pongee a reduced rate.

Ask the mill for the yarn specification, fibre composition and finish details before confirming the commodity code. Coated fabrics may fall outside this heading. See the polyester taffeta guide for the wider heading, and UK import duty and VAT for the calculation method.

Specify pongee yarn, handle and finish

Specify polyester content, textured or non-textured warp and weft yarns, yarn denier, filament count, weave, thread density, usable width and weight per square metre. Approve a physical sample for handle, opacity and surface appearance. For garment panels or lining, agree seam slippage, tear strength, shrinkage and colour fastness criteria.

Separate water repellency from waterproof performance in the specification. Identify any coating or other finish and agree tests after the intended cleaning process. Keep the approved colour sample and require dye-lot identification on rolls.

For fabric intended for direct and prolonged skin contact, ask HSE to confirm applicable UK REACH restrictions on azo dyes, including those that release listed aromatic amines. Check dyes and finishes against applicable restrictions and request reports matching the colours and finish ordered. Fabric sold to consumers by the metre needs fibre-content labelling; pongee is a fabric description, so ask for the actual fibre composition.

Worked duty example

Illustrative example, not a quote: Illustrative order: 3,000 metres of dyed textured polyester pongee fabric under 5407 52 00 00, invoiced at £3,000 free on board, with £600 of freight and insurance to the UK. The customs value is £3,600. Duty at 8% is £288. Import VAT at 20% is charged on the customs value plus duty, £3,888, so it is £777.60. Import taxes total £1,065.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £288 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Construction: measure usable width, weight and thread density against the order; inspect for missing yarns, holes, streaks and distorted weave.

Shade and handle: compare rolls with the approved sample under the same light; check shade along and across each sampled roll, surface feel and opacity.

Seams and finish: sew trial panels and check seam slippage and puckering; test tear strength, shrinkage, colour transfer and the agreed finish performance after cleaning.

Rolls and packing: check measured lengths against the packing list, dye-lot and roll identification, intact cores and dry protective wrapping. Use the quality inspection guide to organise the checks.

What goes wrong

A sample may feel softer or look more opaque than the delivered fabric because yarn, density or finishing has changed. Shade differences between dye lots can leave adjoining garment panels visibly mismatched. Loose construction can allow yarns to slip at seams, while a water-repellent finish may lose performance after washing.

Keep the approved sample with the written specification. Compare production fabric before shipment and repeat checks on arrival before cutting. Separate shade groups and record defects by roll; a colour sample alone cannot establish seam strength or finish durability.

Frequently asked questions

What is the UK import duty on polyester pongee from China?

The relevant heading 5407 polyester lines carry 8% duty in the supplied tariff reading. They list no anti-dumping or countervailing duty.

Which commodity code applies to polyester pongee?

The name alone does not settle the code. Check fibre composition, textured or non-textured yarn, colouring and any coating against the commodity description.

Does polyester pongee sold by the metre need a fibre label?

Fabric sold to consumers by the metre needs fibre-content labelling. Obtain the actual composition from the mill rather than using pongee as the fibre name.

How do I check whether pongee is suitable for my garments?

Sew and wash trial panels. Check handle, opacity, seam slippage, tear strength, shrinkage, colour transfer and any finish against the approved specification.
