Duty on formulated superplasticisers

Read from the UK Trade Tariff on 30 September 2026, formulated polycarboxylate superplasticisers used as prepared additives for cements, mortars or concretes fall within 3824 40 00 00 of heading 3824. This line carries 6% duty for goods from China, with no anti-dumping or countervailing measure and no suspension shown. The table shows product variants sharing this tariff line.

The tariff attaches an import waste control. If a Chinese consignment is waste subject to notification controls, shipment to England can start only after consent from the Environment Agency and the other competent authorities involved. Ask your customs broker to confirm applicability. The tariff also attaches export waste controls and a goods-for-torture-and-repression export restriction; ask the broker to confirm their relevance to any proposed onward export.

Specify the formulation and cement compatibility

Polycarboxylate superplasticisers are often called PCE superplasticisers. Specify liquid or powder form, solids content, dosage basis, water reduction, slump retention, setting behaviour, storage conditions and shelf life. Agree test methods and acceptance criteria before ordering. Distinguish a finished admixture from a polymer feedstock offered for further formulation.

Trial the proposed formulation with your cement, aggregates and other admixtures. Record mixing sequence, temperature and dosage, then compare workability, retention, air content, setting and strength against the approved sample. Assess performance at equivalent solids dosage so dilution does not distort the comparison.

For concrete admixtures covered by BS EN 934-2, confirm the declaration-of-performance and UKCA or CE marking requirements for the Great Britain market with the relevant authority. Mixtures placed on that market must be classified and labelled under its chemical classification rules. Worked duty example

Illustrative example, not a quote: 20 tonnes of formulated polycarboxylate superplasticiser, illustrative only under 3824 40 00 00, invoiced at £26,000 free on board, with £2,400 of freight and insurance to the UK. The customs value is £28,400. Duty at 6% is £1,704. Import VAT at 20% is charged on the customs value plus duty, £30,104, so it is £6,020.80. Import taxes total £7,724.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,704 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: check the formulation reference, batch markings and certificate of analysis against the purchase specification and approved sample.

Composition: compare measured solids content and appearance with agreed criteria; check liquid for separation and sediment, and powder for moisture damage and caking.

Performance: test a batch sample in your agreed concrete or mortar mix for water reduction, workability retention and setting behaviour. Use an independent laboratory where needed.

Packing and documents: check seals, leakage, net contents, manufacture date and remaining shelf life. Match conformity documents and chemical labels to the supplied formulation. See quality inspection.

What goes wrong

Lower solids content changes the effective dose. A formulation that works with the factory's cement can lose workability rapidly with the buyer's mix, or introduce unwanted air and setting changes. Powder can cake after moisture exposure, while liquids can arrive separated or leaking.

A report for a different formulation does not establish the supplied batch's performance. Keep an approved sample, require approval before formulation changes, and compare batch results before release to customers.
