Snowblower tyre duty and classification

Read from the UK Trade Tariff on 30 September 2026, heading 4011 covers new pneumatic rubber tyres. The supplied residual line, 4011 90 00 00, carries 4% duty for goods from China, with no anti-dumping duty, countervailing duty or suspension listed. The table shows product variants provisionally using this line, rather than separate tariff subdivisions. Confirm the classification for the intended snowblower.

The UK Trade Tariff attaches import and export waste controls. Environment Agency guidance for England says waste shipment controls apply only where the material is waste. For waste from China subject to notification controls, confirm with the relevant waste authority who should start the consent application and where. If waste status is uncertain, ask your customs broker to confirm the attached control's requirements before shipment.

Give your broker the machine model, intended use and evidence of new pneumatic construction when finding your commodity code. Tyres for tractor-based or industrial machines need classification against their actual application. For wider heading context, see pneumatic wheelbarrow tyres.

Specify rim fit and cold-weather performance

Provide the snowblower model, tyre size, rim profile and width, overall diameter, section width and clearance around the machine. Specify tube-type or tubeless construction, whether tubes are included, tread direction and tyre-only supply. Approve a sample mounted on the intended rim before accepting the production specification.

Describe the expected operating temperature, snow conditions, machine load and travel speed. Agree tread pattern, rubber flexibility, load capability, inflation guidance and air-retention checks. Ask for test records identifying the offered compound and tyre model, rather than accepting a general claim that the tread is suitable for snow.

For tyres intended for or reasonably likely to be used by consumers in Great Britain, general product safety rules require safe products under normal or reasonably foreseeable use. Assess the intended fitment and operating conditions before sale. Keep the agreed specification, supporting test records and batch identification together.

Worked duty example

Illustrative example, not a quote: Illustrative mixed-size order of replacement pneumatic snowblower tyres; FOB and freight values are illustrative under 4011 90 00 00, invoiced at £5,000 free on board, with £2,600 of freight and insurance to the UK. The customs value is £7,600. Duty at 4% is £304. Import VAT at 20% is charged on the customs value plus duty, £7,904, so it is £1,580.80. Import taxes total £1,884.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £304 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: compare sidewall size, construction, tread pattern, rotation direction and batch identification with the order and approved sample.

Fitment: check bead dimensions, rim compatibility, mounted diameter and clearance with the intended snowblower.

Condition: inspect beads, sidewalls and tread joins for distortion, cracks, bulges, exposed reinforcement and packing damage.

Performance: arrange sample mounting and air-retention checks with a suitable fitter, and compare cold-condition test records with the agreed specification. Repeat condition checks on arrival.

What goes wrong

A matching size marking can hide a different bead profile, mounted width or tube requirement. A tyre may fit the rim but rub against the machine or leave insufficient clearance for the buyer's intended accessories. Record acceptance against the actual wheel and machine, rather than a catalogue photograph.

A pronounced tread pattern does not demonstrate that the rubber remains flexible in cold conditions. Compound substitutions, leaking beads and damage from compressed packing can undermine the approved sample. Keep suspect batches apart and compare them with the production records. Arrange quality inspection before shipment.

Frequently asked questions

What is the UK import duty on snowblower tyres from China?

The supplied tariff reading shows 4% under 4011 90 00 00, with no listed anti-dumping duty, countervailing duty or suspension. This is a provisional classification for these tyres; confirm it with your broker.

Can I order snowblower tyres by size alone?

Send the machine model and rim details as well. Confirm bead fit, mounted width, clearance, tube requirement and tread direction using a sample on the intended wheel.

How do I check snowblower tyres work in cold weather?

Agree the operating conditions and request test records for the exact tyre model and compound. Check flexibility, traction and air retention against the agreed specification.

Why does the tariff show waste controls on new tyres?

The code carries waste-control flags. Environment Agency guidance for England says waste shipment controls apply only if the material is waste. Ask your broker to confirm the requirement if the shipment's status is uncertain.
