UK duty on plastic spill containment pallets

Heading 3926 covers other articles of plastics. For these spill containment pallets, 3926 90 97 90 is a provisional residual classification. The table shows buying variants sharing that code, rather than distinct tariff lines. Give your broker drawings, materials, photographs and intended use. For the wider product family, see plastic pallets.

Read from the UK Trade Tariff on 15 December 2026, this line carried 6% duty for goods from China, with no anti-dumping or countervailing duty recorded. Its suspensions concern specified products and uses; the supplied descriptions do not establish eligibility for ordinary spill containment pallets. Budget at the normal rate unless eligibility is confirmed.

The UK Trade Tariff attaches veterinary control, an import prohibition concerning torture and repression goods, and a related export restriction. Their application to these pallets remains unconfirmed; ask your customs broker to confirm the requirements for goods from China. Confirm the commodity code before ordering. The worked order and values are illustrative.

Specify the sump, grate and stored liquid

Specify the resin grade, permitted recycled content, overall footprint, container arrangement and usable sump capacity with the grate installed. Define how that capacity will be measured. Record the liquid, concentration, temperature and expected contact duration, then request compatibility evidence for the body, grate and any seals.

Environment Agency guidance for England requires secondary containment to be suitable for the stored substances, including its size and construction. Ask the site operator to confirm the required capacity for the intended installation before approving a pallet. Match the purchase specification to that requirement.

Suppliers must supply safe work equipment. Agree loading checks using the intended drum bases or container feet, support surface and load distribution. Distinguish stationary storage from any claimed loaded handling capability. Request instructions covering positioning, loading, cleaning and removal of collected liquid. Approve changes to resin, grate construction or moulding before production.

Worked duty example

Illustrative example, not a quote: Illustrative batch of low-profile plastic spill containment pallets; values are illustrative under 3926 90 97 90, invoiced at £6,000 free on board, with £400 of freight and insurance to the UK. The customs value is £6,400. Duty at 6% is £384. Import VAT at 20% is charged on the customs value plus duty, £6,784, so it is £1,356.80. Import taxes total £1,740.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £384 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Containment: measure usable sump capacity by the agreed method with the grate fitted. Inspect corners, moulding seams and any fitted closures, then conduct a controlled leak check with a suitable test liquid.

Loading: test the assembled pallet under the agreed load and contact pattern. Check grate seating, support ribs, deflection and permanent distortion after unloading.

Compatibility: match material records to the approved resin and additives. Review chemical exposure evidence against the actual stored liquid and inspect tested samples for swelling, cracking or softening.

Arrival: inspect fork pockets, sump corners and grates for impact cracks or compression damage. Check model identification, supplied instructions and fit with the intended containers. Plan checks using the quality inspection guide.

What goes wrong

A quoted capacity can describe an empty moulding rather than the usable sump with the grate and supports installed. A general load rating can also conceal unsuitable support conditions. Approve capacity and loading evidence for the exact assembled model, with the intended containers.

Resin substitution can change chemical resistance and brittleness. Grates can bow under concentrated container feet, while transport impacts can crack sump corners without obvious damage above. Check material consistency and repeat agreed containment checks after arrival. Treat fork pockets as a feature to assess, rather than proof that loaded movement is suitable.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on plastic spill containment pallets from China?

The supplied tariff record shows 6% under provisional code 3926 90 97 90, with no anti-dumping or countervailing duty recorded. Confirm classification and suspension eligibility before declaring.

What sump capacity should I specify?

Ask the site operator to confirm the capacity required for the stored liquid and container arrangement. Specify usable containment with the grate fitted and agree how the factory will measure it.

Are plastic spill pallets suitable for every chemical?

Request compatibility evidence for the actual liquid, concentration, temperature and contact duration. Check the body, grate and seals separately; a general chemical-resistant description is insufficient.

Can I move a loaded spill pallet with a forklift?

Ask whether the exact model is intended for loaded movement and obtain supporting test conditions and instructions. Check fork engagement, load distribution and stability; fork pockets alone do not establish suitability.
