Duty and the carrier’s host equipment

Read from the UK Trade Tariff on 3 October 2026, heading 9010 covers photographic laboratory apparatus, negatoscopes, projection screens and their parts and accessories. All supplied lines carry 0% duty for goods from China, with no anti-dumping or countervailing measures or suspensions recorded. The table shows carrier variants against the same candidate parts line, rather than separate tariff lines.

The tariff attaches a DCMS Export Licence entry. Official guidance says there are no licensing requirements for importing objects of cultural interest into Great Britain. Ask your customs broker to confirm how the tariff entry applies to the shipment, especially for historic equipment. This guide concerns ordinary newly manufactured carriers.

Confirm the commodity code using the carrier drawing, intended function and host-machine details. The supplied reference places photographic enlargers under heading 9008, so do not assume an enlarger carrier belongs in 9010. See the photographic enlargers guide before ordering carriers for an enlarger.

Specify the film aperture and machine interface

Give the factory the host-machine make and model, a dimensioned drawing and a physical reference carrier where available. Specify film format, clear aperture, locating tabs, seating surfaces, insertion direction and closed thickness. State whether the carrier is glassless, glass-covered or fitted with adjustable masks.

Agree contact-surface finish, edge treatment, hinge movement and clamping pressure. For glass carriers, specify glass position, cleaning access and how reflections or interference patterns will be checked. Approve a sample using your film and actual host machine before accepting the production design.

For carriers intended or reasonably likely to be used by consumers in Great Britain, general product safety rules apply and require safe normal or reasonably foreseeable use. Include checks for sharp edges, finger traps and glass breakage in the sample review.

Worked duty example

Illustrative example, not a quote: 300 glassless negative carriers for laboratory apparatus, illustrative only, assuming classification is confirmed under 9010 90 20 00, invoiced at £2,400 free on board, with £300 of freight and insurance to the UK. The customs value is £2,700. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,700, so it is £540. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: insert the carrier into the intended machine and check seating, locating features, clearance and removal without forcing it.

Film handling: load representative negatives and check that the aperture stays centred, the film lies flat and contact surfaces do not scratch it.

Image path: check for unwanted cropping, light leakage, reflections, dust and interference patterns using the intended optical setup.

Finish and packing: check burrs, coating transfer, hinge alignment and glass damage; keep glass and finished contact surfaces protected during transport.

What goes wrong

A carrier can resemble the original yet sit at the wrong height or fail to locate securely. Oversized apertures expose unwanted borders; undersized apertures crop the image. Uneven pressure allows film curl, while rough edges and trapped grit scratch negatives.

Glass introduces another cleaning surface and can produce visible interference patterns. Test the approved sample in the actual machine, retain it for comparison and inspect production against the agreed drawing. Use the quality inspection guide to define the checks.

Frequently asked questions

What is the UK import duty on photographic negative carriers from China?

The supplied heading 9010 lines carry 0% duty for goods from China. Confirm that your carrier belongs in this heading before using that rate.

Will a replacement negative carrier fit my enlarger?

Check the exact machine model, locating tabs, seating height, closed thickness and aperture. Approve a sample in the actual machine.

Should I buy glass or glassless negative carriers?

Glass can help hold film flat but adds cleaning surfaces and possible interference patterns. Glassless carriers avoid those surfaces but need a practical film-flatness check.

What should I send a Chinese factory for a quote?

Send a dimensioned drawing, host-machine details, film format, aperture, material and finish requirements, plus a reference carrier where available.
