Sourcing Phenylhydrazine from China

Phenylhydrazine has a 6% standard UK duty; a related chlorophenylhydrazine salt has a suspension to 0%, giving a family range of 0% to 6%. Confirm the exact substance, UK REACH route and GB hazard labelling before ordering. Cambridge China Bridge sources phenylhydrazine.

Phenylhydrazine: budget for 6% duty

Read from the UK Trade Tariff on 2 October 2026, heading 2928 covers organic derivatives of hydrazine or hydroxylamine. The residual line 2928 00 90 90 carries 6% duty for goods from China. The table repeats this line for different buying descriptions, subject to classification. The related 4-chlorophenylhydrazine hydrochloride line carries 6%, suspended to 0%. Neither line shows anti-dumping or countervailing duty.

The residual line also has a suspension restricted to named substances. Its supplied note is incomplete and does not establish a phenylhydrazine exemption. Confirm eligibility before claiming relief. This line attaches Home Office controlled-drug import and export controls, dangerous-chemical export control and waste export control. Confirm their applicability to the exact substance with your customs broker. Home Office guidance requires a licence for importing or exporting controlled drugs or precursor chemicals; the tariff attachment alone does not establish phenylhydrazine's status.

Give your broker the chemical identity, free-base or salt form, composition and intended use to confirm the commodity code. Do not transfer the chlorinated derivative's suspension to ordinary phenylhydrazine. See the wider heading guide for other substances.

Specify phenylhydrazine identity and batch purity

State whether you need phenylhydrazine free base or its hydrochloride salt. Specify the chemical identifier, assay method, water content, colour acceptance, relevant impurity limits and packaging material. Request a batch certificate of analysis with measured results and methods. Agree storage conditions and shelf life with the supplier, and test a sample in your intended laboratory or production process.

For Great Britain, confirm with HSE which UK REACH registration arrangements apply to your planned annual substance imports. Confirm your route before ordering. Chemicals must be correctly labelled and packaged before being placed on the market. A safety data sheet is required when a hazardous chemical is supplied for use at work.

Worked duty example

Illustrative example, not a quote: Illustrative laboratory pilot batch of phenylhydrazine free base under 2928 00 90 90, invoiced at £4,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £6,500. Duty at 6% is £390. Import VAT at 20% is charged on the customs value plus duty, £6,890, so it is £1,378. Import taxes total £1,768; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £390 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the purchase specification, container label, certificate of analysis and safety data sheet; distinguish free base, hydrochloride and chlorinated derivatives.

Analysis: arrange independent sampling to check assay, water and agreed impurities against the written specification.

Packaging: check seals, closures, leakage, container condition and compatibility with the supplier's handling instructions.

Traceability: reconcile batch identifiers and quantities across containers and documents; record discrepancies before releasing stock. See the inspection guide.

What goes wrong

A salt or chlorinated derivative is quoted against a free-base specification, or an assay result is accepted without checking its method and reporting basis. These mismatches can make the material unsuitable for the intended reaction. Compare the actual batch with the approved sample and written acceptance criteria.

Customs problems arise when a supplier's broad heading is treated as a confirmed commodity code or a related substance's suspension is copied onto the declaration. Resolve the residual suspension note and Home Office control before shipment. Keep stock with inconsistent identity documents or leaking packaging separate while the discrepancy is investigated.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on phenylhydrazine from China?

The residual line 2928 00 90 90 carries 6% standard duty. Confirm classification and any suspension eligibility. The supplied data shows no anti-dumping or countervailing duty.

Does phenylhydrazine qualify for zero duty?

Do not assume it does. The residual suspension covers named substances, and its supplied note is incomplete. The separate chlorophenylhydrazine hydrochloride suspension does not establish relief for phenylhydrazine.

Do I need UK REACH registration for phenylhydrazine?

Confirm with HSE which UK REACH registration arrangements apply to your planned annual imports into Great Britain. Confirm coverage for your exact substance and supply route.

What documents should I request from the factory?

Request a batch certificate of analysis, safety data sheet, chemical identity and composition details, packing information and batch traceability. Check that every document describes the form you ordered.
