Sourcing phenyl isocyanate from China

Phenyl isocyanate from China normally pays 6% UK duty under 2929 10 00 90, rather than the suspension for named isocyanates. A GB importer must ensure correct labelling and packaging before sale and check UK REACH registration coverage. Cambridge China Bridge sources phenyl isocyanate.

Phenyl isocyanate: 6% duty

Read from the UK Trade Tariff on 1 October 2026, heading 2929 covers compounds with other nitrogen function. Phenyl isocyanate belongs within the residual isocyanate line, 2929 10 00 90, subject to confirmation of the supplied composition. The table shows purchasing formats under this same line, rather than separate tariff categories.

The supplied tariff facts show 6% duty for goods from China and no anti-dumping or countervailing duty. The line has a 0% suspension for named substances only; phenyl isocyanate is not among the substances listed in the reference guide. Do not claim that suspension merely because the commodity code matches. See the wider isocyanates guide.

The UK Trade Tariff attaches an export control for waste. Confirm its relevance with your customs broker, particularly if material is supplied as waste rather than a chemical product. Where notification controls apply, waste cannot ship until the relevant authorities have consented. Confirm the supplied identity and composition using our commodity code guide.

Specify identity, purity and moisture control

Write phenyl isocyanate explicitly in the purchase specification. Ask the supplier to confirm the chemical identity and whether it is supplied neat or in a solvent. Do not accept a quotation that describes it only as an isocyanate or substitutes a diisocyanate.

Agree assay, water content, colour, acidity, impurity reporting and the analytical methods before ordering. Request a batch certificate of analysis and agree dry, sealed packaging, storage conditions and remaining shelf life. Have your laboratory assess whether the proposed sampling and water-testing methods suit this reactive material.

For GB supply, ensure correct labelling and packaging before sale. Hazardous chemicals supplied for workplace use need a safety data sheet. Obtain an English version matching the actual material. Confirm applicable UK REACH registration or only-representative arrangements with HSE using your annual imported quantities.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 kg of phenyl isocyanate for a synthesis trial under 2929 10 00 90, invoiced at £2,500 free on board, with £980 of freight and insurance to the UK. The customs value is £3,480. Duty at 6% is £208.80. Import VAT at 20% is charged on the customs value plus duty, £3,688.80, so it is £737.76. Import taxes total £946.56; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £208.80 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: check that the purchase order, container labels and batch certificate all name phenyl isocyanate and describe the same composition.

Analysis: compare batch assay, water content, colour and reported impurities with the agreed limits; arrange independent testing through a laboratory equipped to handle the material.

Packaging: check seals, closures, leakage and batch identification without opening containers unnecessarily; compare the packing with the agreed specification.

Documents: check the English safety data sheet, storage instructions and supplier batch records. Ask the freight forwarder to review transport classification and packaging against the actual product.

What goes wrong

Moisture entering an isocyanate container can form urea solids and leave material unsuitable for the intended reaction. A generic purity statement can also hide an unsuitable impurity profile. Quarantine leaking containers or batches showing unexpected solids, and obtain specialist advice before sampling or use.

Paperwork fails when a supplier copies a diisocyanate data sheet or treats a suspension for another substance as applicable to phenyl isocyanate. Match documents to the batch and composition. A safety data sheet does not replace a workplace hazardous-substances risk assessment. Agree acceptance checks through our quality inspection guide.

Frequently asked questions

What is the UK import duty on phenyl isocyanate from China?

The supplied tariff facts show 6% under 2929 10 00 90. No anti-dumping or countervailing duty is listed. Confirm the code against the supplied composition.

Does phenyl isocyanate qualify for the isocyanate duty suspension?

It is not among the named substances listed in the reference guide. Budget for 6%; sharing a code with suspended substances does not establish eligibility.

Do I need UK REACH registration for phenyl isocyanate?

Before importing into GB, confirm applicable registration or only-representative arrangements with HSE using your annual imported quantities. Registration is per substance and legal entity, so track this substance across suppliers.

Is the supplier's safety data sheet enough before using it?

No. Check that it matches the supplied phenyl isocyanate and obtain an English version. It does not replace your workplace hazardous-substances risk assessment.
