Sourcing PHEMA hydrogel resin from China

PHEMA hydrogel resin provisionally classified under 3906 90 90 90 carries 6% UK duty from China; 0% applies only to qualifying listed suspension products. Confirm with HSE whether the polymer is exempt from UK REACH registration, and check monomer and additive obligations. Cambridge China Bridge sources PHEMA hydrogel resin.

6% duty, with a restricted suspension

Read from the UK Trade Tariff on 1 October 2026, heading 3906 covers acrylic polymers in primary forms. For PHEMA, poly(hydroxyethyl methacrylate), the residual line 3906 90 90 90 is a candidate to confirm against the complete formulation and supply form. The table shows possible supply forms under that same candidate line, rather than separate tariff lines. See the wider acrylic polymers guide.

The supplied tariff record gives this line a 6% duty for goods from China, with no listed anti-dumping or countervailing duty. It also lists a 0% suspension limited to specified products. Its product footnote is truncated, so do not assume PHEMA qualifies because it is transparent or acrylic. Budget at 6% unless eligibility is confirmed. Confirm the commodity code using the composition and technical datasheet.

The tariff attaches import and export waste controls to this line. For a shipment from China to England that is waste and falls under notification controls, the exporter must apply to the competent authority in China for consent. Ask your customs broker to confirm the waste status and applicable requirements before shipment, especially for recovered or off-specification material.

Specify the PHEMA formulation and hydration test

Specify whether you need an uncrosslinked polymer for processing or an already crosslinked hydrogel material. Record the polymer identity, comonomers, crosslinker, additives, solvent and dry polymer content. Agree residual monomer limits, particle size for powder, and viscosity with its test conditions for solutions. Ask the factory to distinguish polymer resin from unpolymerised monomer.

Agree a hydration procedure using your intended liquid, temperature and conditioning endpoint. Compare water uptake, dimensional swelling, clarity and handling strength against an approved sample. Record whether results refer to dry resin or hydrated material. Define packaging, storage conditions and shelf life for the supplied form.

Confirm with HSE whether the polymer itself is exempt from UK REACH registration, and check the obligations for its monomers and additives. A hazardous chemical supplied for workplace use requires a safety data sheet. Match the documentation to the actual formulation. Arrange testing and certification support around the intended application rather than accepting a generic medical-grade claim.

Worked duty example

Illustrative example, not a quote: 25 kg of PHEMA resin powder, illustrative only under 3906 90 90 90, invoiced at £2,600 free on board, with £260 of freight and insurance to the UK. The customs value is £2,860. Duty at 6% is £171.60. Import VAT at 20% is charged on the customs value plus duty, £3,031.60, so it is £606.32. Import taxes total £777.92; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £171.60 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the batch label, formulation declaration and certificate of analysis to the approved resin; retain a representative sample.

Residuals: verify residual monomer and solvent against the agreed specification using the agreed laboratory method.

Hydration: repeat the agreed swelling and clarity checks; compare hydrated dimensions and handling strength with the approved sample.

Packing: check seals, leakage, contamination, powder caking and solution separation; reconcile batch numbers and storage instructions.

What goes wrong

A supplier substitutes monomer for polymer, changes the crosslinker or reports water uptake under different conditions. The sample then appears acceptable while production material swells differently, becomes cloudy or loses handling strength. Require formulation change approval and compare each incoming batch under the same hydration procedure.

A generic analysis certificate can conceal residual monomer variation or solvent changes. Damaged packaging can introduce contamination or alter the supplied material. Hold a questionable batch pending testing and a processing trial. A resin trial does not establish the suitability of a finished contact lens or wound dressing.

Frequently asked questions

What is the UK import duty on PHEMA resin from China?

The supplied tariff record gives 3906 90 90 90 a 6% duty. Its 0% suspension covers specified products only. Confirm PHEMA classification and suspension eligibility before ordering.

Does PHEMA resin need UK REACH registration?

Confirm with HSE whether the polymer itself is exempt from registration. Check the obligations for monomers and additives in the actual formulation; a polymer exemption would not settle those obligations.

What should I ask a PHEMA supplier to test?

Ask for polymer identity, residual monomer, solvent and dry polymer content, plus particle size or viscosity as relevant. Agree a hydration test for swelling, clarity and handling strength.

Can I accept PHEMA labelled medical grade?

Treat the wording as a supplier claim. Ask for evidence matching the formulation and intended application, and trial the resin in your process before accepting production batches.
