0% duty on the relevant press-roll parts

Read from the UK Trade Tariff on 3 October 2026, heading 8439 covers pulp-making, paper-making and paper-finishing machinery and its parts. The relevant parts lines carry 0% duty for goods from China, with no recorded anti-dumping or countervailing duty or suspensions. The table repeats the other-parts code for different press-roll types; these are product variants within the same tariff line.

The suction-roll-shell line applies to undrilled, centrifugal-cast alloy-steel tubes with a length of 3 000 mm or more and an external diameter of 550 mm or more. The UK Trade Tariff attaches a supplementary-unit import entry to that line; confirm the declaration requirement with your customs broker. The other-parts line has no attached controls in the supplied tariff record.

Confirm the commodity code from the roll’s function, manufacturing process and condition when shipped. Do not apply the undrilled-shell description to an assembled suction roll. For related equipment within the wider heading, see paper machine dryer cylinders.

Specify the press position, crown and cover

Send the approved installation drawing and identify the press position. Specify face length, finished diameter, crown profile, journal dimensions, bearing seats, drive connection and rotation direction. State operating speed, nip load, paper grade, felt arrangement and cleaning conditions. Define whether the order includes the shell, cover, journals, bearings and suction internals.

For covered rolls, agree the cover material, hardness, thickness, bonding method and grinding finish. For grooved or suction rolls, approve the surface pattern and suction-box interfaces. Set contractual acceptance limits for runout, balance and dimensions, and require reports traceable to the supplied roll.

Assess the applicable machinery requirements for the supplied configuration: official guidance says separately marketed components can be products in their own right. For complete machinery, consult our published machinery guide and confirm applicable conformity documentation, marking and English-instruction requirements with the relevant authority. Include installed nip guarding in the acceptance plan.

Worked duty example

Illustrative example, not a quote: A replacement press roll for a paper mill, illustrative only under 8439 99 00 90, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: check face length, crown, journals, bearing seats and drive interfaces against the approved drawing, before shipment and again on arrival.

Cover and shell: check material records, cover hardness and finish, bonding evidence, grooves and suction holes against the agreed specification.

Rotation: check runout and the balance report against contractual limits, and confirm that the report identifies the actual roll supplied.

Arrival and installation: check for corrosion, impact marks and damaged journals. HSE guidance says in-running nips should be guarded at both the front and back of the machine. Confirm the installed guarding before operation.

What goes wrong

A roll can fit its bearing housings yet have the wrong crown, cover or surface pattern for the press position. These mismatches can cause uneven pressing, vibration, sheet marking or cover damage. An untraceable balance report gives little assurance about the roll delivered.

Resolve drawing discrepancies before manufacture and agree how defects will be measured and remedied. Support the roll in its shipping cradle without loading finished journals or damaging the cover. Use quality inspection to check the agreed evidence before dispatch.

Frequently asked questions

What is the UK import duty on paper machine press rolls from China?

The relevant parts lines under heading 8439 carry 0% duty in the supplied tariff record, with no recorded anti-dumping or countervailing duty. Confirm the code for the roll as shipped.

Which commodity code covers a replacement press roll?

8439 99 00 90 is the other-parts line to check for paper-machine press rolls. The separate suction-roll-shell line has narrow manufacturing and dimensional conditions.

What drawings should I send the Chinese factory?

Send the installation drawing showing face length, diameter, crown, journals, bearing seats and drive connection. Add the press position, operating conditions, cover specification and acceptance limits.

What should I inspect when the press roll arrives?

Check transport damage, corrosion, journal protection, dimensions and cover condition. Match inspection and balance reports to the roll identity, and confirm installed nip guarding before operation.
