Paper-doily classification and duty

Heading 4823 covers paper and paperboard cut to size or shape and other paper articles. For ordinary cut-paper doilies, 4823 90 85 80 is a provisional classification to confirm. The table shows doily variants against the same tariff line, rather than separate classifications. For the wider heading, see paper plates.

Read from the UK Trade Tariff on 7 October 2026, the proposed line carries 0% duty for goods from China, with no trade remedy or suspension recorded. The tariff attaches import and export waste controls. Waste shipment controls apply only to material that is waste; for a shipment from China, ask your customs broker to confirm the requirement against the actual goods and their status.

Confirm the commodity code using a sample, material composition, coating details and intended use. Import VAT is normally 20%; see UK import duty and VAT. A moulded serving dish or a composite decorative article should not inherit the doily code without review.

Specify the lace edge and food-contact use

Specify the outside dimensions, usable centre area, paper weight, fibre source, colour and cut pattern. Agree how much solid paper remains between the centre and the perforated edge. Identify inks, foil, coatings and adhesives, and approve a physical sample on the actual cake board or serving tray.

For doilies touching food, confirm the applicable food-contact requirements with the relevant authority. Request supplier compliance evidence and test results covering the finished doily and its intended food, contact time and temperature. Distinguish decorative use beneath a separate barrier from direct contact with moist or fatty food.

For paper made from virgin wood pulp, confirm with the relevant authority whether the UK Timber Regulations apply and what timber due diligence is needed by the business first placing it on the Great Britain market. Obtain the pulp source, tree species and country of harvest; confirm whether bamboo-based and recovered products are excluded from that scope.

Worked duty example

Illustrative example, not a quote: Illustrative order: 50,000 paper doilies; FOB and freight values are illustrative under 4823 90 85 80, invoiced at £4,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £5,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,200, so it is £1,040. Inspection checklist

Cutting: compare the outline and lace pattern with the approved sample; check for blocked holes, hanging scraps, torn bridges and loose fibres.

Paper: check dimensions, centre area, colour and stiffness; compare coating and print with the agreed specification.

Use: place samples beneath the intended food and check grease marks, sticking, tearing and colour transfer. Keep these practical checks separate from compliance evidence.

Packing: check pack counts, separation between sheets, batch identification and carton condition; look for dampness, odour and crushed edges on arrival.

What goes wrong

A doily can match the outside diameter yet leave too little solid centre beneath the cake. Fine lace tears when lifted, blunt cutting leaves scraps, and tightly compressed packs make sheets difficult to separate. Agree the usable centre and sheet separation as well as the decorative pattern.

Grease resistance can change when the factory substitutes paper or coating. A report for plain paper may not cover the printed or coated finished doily. Match the supplier evidence to the approved construction and investigate damp or musty packs before releasing stock.
