Sourcing oxalyl dihydrazide from China

Oxalyl dihydrazide provisionally falls under the residual line carrying 6% UK duty from China; the wider heading ranges from 0% to 6%. Confirm the substance identity and UK REACH registration arrangements before importing into Great Britain. Cambridge China Bridge sources oxalyl dihydrazide.

Oxalyl dihydrazide: provisionally 6% duty

Read from the UK Trade Tariff on 2 October 2026, heading 2928 covers organic derivatives of hydrazine or hydroxylamine. Oxalyl dihydrazide is not named separately in the supplied tariff lines: use 2928 00 90 90 as a provisional classification. That line carries 6% duty for goods from China, with no recorded anti-dumping or countervailing duty. Its suspension names other substances and does not establish relief for oxalyl dihydrazide.

The residual line attaches Home Office controlled-drug import and export controls, dangerous-chemical export control and waste export control. Home Office guidance requires a licence when importing or exporting controlled drugs or precursor chemicals. HSE says there are no prior-informed-consent notification obligations for imports. Waste shipment controls apply only to waste. These statements do not establish the status of oxalyl dihydrazide: ask your customs broker to confirm the requirements for the actual substance and shipment from China.

Confirm the commodity code using the chemical identity, composition and supplied form. The table shows specification variants sharing the same provisional residual line, rather than separate tariff subdivisions. For the wider heading, see adipic dihydrazide sourcing.

Specify oxalyl dihydrazide by identity and assay

Write oxalyl dihydrazide into the purchase specification and reconcile the supplier's chemical identifier across the quotation, safety data sheet and batch analysis. Do not accept adipic dihydrazide as a substitute. Agree assay, the reporting basis, water content, impurity profile, particle size and the test methods before comparing offers.

Ask for batch-specific analytical results and a retained sample. Specify sealed inner packaging, lot identification and storage instructions. Trial the offered material in your own process before approving repeat supply; an assay result alone does not establish suitability.

For Great Britain, confirm with HSE whether your annual substance imports require UK REACH registration and whether coverage through an only representative is available. Obtain the safety data sheet where required and check the current classification. Before sale, ensure the substance is correctly labelled and packaged under Great Britain's classification, labelling and packaging rules.

Worked duty example

Illustrative example, not a quote: 15 sealed packs of oxalyl dihydrazide for a process trial, with illustrative order values under 2928 00 90 90, invoiced at £2,500 free on board, with £980 of freight and insurance to the UK. The customs value is £3,480. Duty at 6% is £208.80. Import VAT at 20% is charged on the customs value plus duty, £3,688.80, so it is £737.76. Import taxes total £946.56; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £208.80 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: reconcile the order, package labels, safety data sheet and batch analysis with oxalyl dihydrazide.

Analysis: independently check assay, moisture and agreed impurities using the methods in your specification.

Powder condition: check colour, foreign material, lumps and particle size against the approved sample and agreed acceptance criteria.

Packaging: check seals, liners, lot markings and evidence of moisture ingress; retain arrival photographs and a traceable sample.

What goes wrong

Watch for a quotation that says only 'dihydrazide', an analysis certificate copied between batches, or results reported on a different basis from the order. Inspect for caking and damaged seals, and investigate any discrepancy before releasing the material into production.

A supplier may treat a suspension on the residual tariff line as applying to every substance. The supplied suspension does not name oxalyl dihydrazide. Ask your broker to verify any relief claim against the exact chemical identity, and keep the customs classification separate from your assessment of batch quality.

Frequently asked questions

What is the UK import duty on oxalyl dihydrazide from China?

The provisional residual code 2928 00 90 90 carries 6%. The supplied suspension does not name oxalyl dihydrazide, and no anti-dumping or countervailing duty is recorded. Confirm classification before shipment.

Do I need UK REACH registration for oxalyl dihydrazide?

For Great Britain, confirm with HSE whether your annual imports of the substance require UK REACH registration and whether coverage through an only representative is available. Confirm the arrangements for your supply.

Can I substitute adipic dihydrazide for oxalyl dihydrazide?

Treat them as different purchase specifications. Require the agreed chemical identity and evaluate any proposed substitution in your process before accepting it.

What should I test when oxalyl dihydrazide arrives?

Check identity, assay, moisture, agreed impurities and particle size. Compare the batch with your approved sample, inspect seals and powder condition, and retain a traceable sample.
