Duty on freshwater ornamental betta fish

Read from the UK Trade Tariff on 29 September 2026, heading 0301 covers live fish. Freshwater ornamental betta fish fall within 0301 11 00 00, carrying 0% duty for goods from China. The supplied snapshot records no anti-dumping or countervailing measure and no suspension on this line. The table repeats that tariff line for different purchasing descriptions; these are not separate tariff subdivisions.

The UK Trade Tariff attaches veterinary, CITES import and export, invasive alien species and organic-product controls to this line. The original signed health certificate must accompany the consignment. Use IPAFFS for import notification. Ask your customs broker to confirm the applicable health entry document, border checks and whether any species-specific CITES or invasive-species requirement applies. The tariff also attaches organic-product control; confirm its application before accepting an organic claim.

Confirm the commodity code using the scientific name and ornamental freshwater use. Ask the Fish Health Inspectorate to confirm the proposed Chinese source and certification route before ordering. For wider ornamental-fish context within this heading, see the ornamental discus fish guide.

Specify the betta stock and receiving arrangements

Specify the scientific name, sex, fin form, colour pattern, size grade and acceptable physical condition. Request photographs and swimming videos of the actual sale batch. Agree how substitutions, damaged fins and arrival losses will be recorded and resolved. Specify individual transport packing for males and prepare separate receiving accommodation rather than relying on a supplier's display photographs.

For England and Wales, Fish Health Inspectorate permission is required to import live fish. Agree the receiving site, acclimatisation procedure and veterinary contact before dispatch. For online or home-based pet sales in England, a licence is still required. These territorial rules should not be assumed to describe every overseas destination.

Worked duty example

Illustrative example, not a quote: Illustrative mixed batch of individually packed ornamental betta fish for an aquarium shop under 0301 11 00 00, invoiced at £4,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £5,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,500, so it is £1,100. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: match the scientific name, sex, fin form and colour allocation to the order, packing list and batch photographs.

Fish condition: look for torn or clamped fins, visible lesions, abnormal swimming and poor responsiveness; record affected fish separately.

Packing: check individual bags for leaks, damaged seals and contamination, and review the transport temperature record against the agreed handling plan.

Documents and receipt: match the certificate to the shipment and record arrival condition before acclimatisation. The original signed certificate must travel with the fish; faxed or photocopied certificates are not acceptable.

What goes wrong

A supplier's display fish may differ from the dispatched batch in colour, sex or fin shape. Packing failures and unsuitable handling can leave fish stressed or with damaged fins. Ask for batch evidence before dispatch and agree how arrival photographs, bag identification and receiving observations will support a claim.

Treat a supplier's promise to arrange paperwork as an unfinished task until the import route is confirmed. Check permission, the original certificate, notification arrangements and the receiving plan before transport is booked. Keep arrival records by batch so that later health concerns can be traced to the source.
