Duty and originality under heading 9703
Read from the UK Trade Tariff on 8 October 2026, heading 9703 covers original sculpture and statuary in any material, including steel. All listed age categories carry 0% duty for goods from China. The supplied tariff snapshot lists no anti-dumping or countervailing duty, steel measure or suspension. The modern steel and stainless-steel rows share a commodity code; they are buying descriptions rather than separate tariff subdivisions.
Confirm eligibility for reduced import VAT valuation and the applicable calculation with HMRC or your customs broker; other goods normally pay 20%. The tariff attaches ivory import and CITES controls. For ivory-containing pieces intended for sale, confirm with the relevant authority or your customs broker whether an exemption and registration or exemption documentation are required for the actual species and item. For CITES-listed additions, confirm the relevant permits or notifications with your customs broker before shipment. Check every material, including inlays and the base, rather than relying on the description ‘steel sculpture’.
Keep the artist's identity, creation records and age evidence, and confirm the commodity code before ordering. The snapshot also lists cultural-object and species-related export controls; ask your broker about these if subsequently exporting the work. See the original bronze sculptures guide for the wider heading, and UK import duty and VAT for the calculation method.

Specify the artist, steel and mounting
Agree the artist, title, dimensions, weight, signature and authenticity documents. Record whether the artist fabricates the work directly or supervises an eligible casting process. A signed factory certificate alone does not explain how a sculpture was made. Ask for creation photographs and an explanation of any edition, and keep provenance records for older works.
Specify carbon steel, stainless steel or weathering steel, with the agreed material grade recorded in the order. Describe sheet thickness, visible weld treatment, polished or brushed surfaces, coating colour and any intended rust patina. State indoor or outdoor use, drainage arrangements, base dimensions, fixing positions and lifting points. Approve photographs of the finished work before packing.
For consumer sculptures covered by Great Britain's general product safety rules, only safe products may be supplied. Assess sharp edges, projecting parts, stability and mounting before sale. Ask for installation and handling instructions suited to the actual sculpture, and agree crate bracing that supports the base without pressing against thin sheet or projecting details.
Worked duty example
Illustrative example, not a quote: Illustrative order: 20 original steel sculptures for a gallery under 9703 90 00 00, invoiced at £30,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: compare the sculpture, signature, edition details and dimensions with the approved photographs, invoice and authenticity records.
Steel and finish: check material records, weld cracking, distortion, rust staining, coating damage and the consistency of polished, brushed or patinated surfaces.
Base and fixing: check base flatness, fixing positions, supplied fasteners, projecting edges and stability in the intended installed position.
Packing and arrival: check restraints support strong points, surfaces are protected and loose fittings are secured. Photograph the crate and sculpture during unpacking. Use the quality inspection guide to brief the inspector.

What goes wrong
A decorative factory reproduction is described as an original, while the paperwork contains no account of the artist's involvement. Classification and reduced VAT treatment then need reassessment. Resolve originality before shipment, and request a complete materials list where the sculpture includes a separate base or decorative additions.
Physical failures include distorted sheet, cracked welds, uneven polishing, coating scratches and mounting holes that do not match the installation drawing. A crate can look substantial while allowing the sculpture to move inside it. Agree how the base is restrained and photograph the packed work before the crate is closed.

Frequently asked questions
What is the UK import duty on original steel sculptures from China?
Read from the UK Trade Tariff on 8 October 2026, all listed lines under heading 9703 carry 0% duty for goods from China, with no listed anti-dumping or countervailing duty.
Do original steel sculptures qualify for reduced import VAT?
Originality and the artist's involvement matter; keep supporting records and confirm eligibility before relying on that treatment.
Can mass-produced steel ornaments use heading 9703?
Mass-produced decorative figures are classified by material rather than as original sculpture. A supplier calling an ornament ‘art’ does not establish its classification.
What should I check on an outdoor steel sculpture?
Check the agreed steel, surface treatment, drainage, welds, base and fixing layout. Compare the finish with approved photographs and inspect for distortion, coating damage and unwanted rust staining.
