Sourcing optical brightening agents from China
Optical brightening agents from China carry 6% standard UK duty, with a conditional suspension to 0% on the supplied named brightener line. GB buyers must establish their UK REACH position and check chemical classification, labels and packaging before sale. Cambridge China Bridge sources optical brightening agents.

Brightener duty and suspension conditions
Read from the UK Trade Tariff on 5 November 2026, heading 3204 includes synthetic organic fluorescent brightening agents. The supplied data contains only one brightener commodity line: 3204 20 00 30, for Fluorescent Brightener 351 and preparations containing 90% or more by weight. The table therefore contains only that verified line. For the wider heading, see textile dyes and organic colourants.
The supplied line has 6% standard duty and a suspension to 0%, with no anti-dumping or countervailing duty recorded. Its suspension footnote excludes mixtures, preparations or products made up of different components containing the product. Meeting the content description alone does not establish suspension eligibility. The tariff also attaches veterinary control and waste import and export controls; confirm their application to the actual composition and shipment with your customs broker.
Waste shipment controls apply when the material is waste. For imports into England under notification controls, the Chinese exporter must apply to the dispatch authority for consent, and shipment can start only after the relevant authorities consent. Veterinary requirements for this particular formulation remain to be confirmed with your broker. Give the broker the chemical identity, full formulation, content and intended use when confirming your commodity code.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Fluorescent Brightener 351 and preparations with at least 90% brightener | 3204 20 00 30 | 6% | None |
Specify the brightener and its application
Specify chemical identity rather than a supplier's trade name, active content, powder or liquid form, carrier ingredients, moisture, insoluble matter and packing. Identify the intended substrate and process: textile finishing, paper treatment, detergent formulation or plastics processing. Agree an approved sample and compare whitening effect, fluorescence tone, solubility or dispersion under your actual process conditions.
For Great Britain, confirm with HSE which UK REACH registration arrangements apply to each imported substance, including substances within mixtures, and whether coverage through the manufacturer's only representative is appropriate. Confirm whether a safety data sheet is required and which language to provide. Before placing the chemical on the GB market, check classification, labelling and packaging responsibilities. Ask for formulation information before approving the purchase.
Worked duty example
Illustrative example, not a quote: Illustrative order: 5 tonnes of brightener; standard duty assumed pending suspension checks under 3204 20 00 30, invoiced at £30,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 6% is £1,920. Import VAT at 20% is charged on the customs value plus duty, £33,920, so it is £6,784. Import taxes total £8,704; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,920 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity and content: match the batch certificate to the agreed chemical identity, active content and formulation; check the documents supporting any suspension claim.
Application performance: compare a batch sample with the retained standard on the intended substrate, using the same dosage, process and viewing conditions.
Physical condition: check powder for caking and contamination, or liquid for separation and sediment; compare dissolution or dispersion with the approved sample.
Packing and documents: check seals, liners, leaks, batch markings and sampled net weights; reconcile labels and the safety data sheet with the supplied formulation.

What goes wrong
A supplier's product name can conceal a different chemical identity or a diluted formulation. A sample may whiten the buyer's material while a production batch gives a different fluorescence tone, leaves specks or disperses poorly. Retain the approved sample and agree batch acceptance checks before ordering.
A high-content preparation can meet the commodity description yet fail the suspension footnote. Missing formulation information also makes chemical compliance checks difficult. Resolve identity, ingredients and suspension eligibility before shipment rather than relying on a generic certificate.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on optical brighteners from China?
The supplied brightener line has 6% standard duty, with a conditional suspension to 0%. No anti-dumping or countervailing duty is recorded. Check the suspension footnote against the actual formulation.
Does high brightener content guarantee duty-free entry?
No. The supplied line describes content of 90% or more, but its suspension footnote excludes mixtures, preparations or products made up of different components containing the product.
Do optical brighteners need UK REACH registration?
For GB imports, confirm with HSE which UK REACH registration arrangements apply to each substance, including substances in mixtures. Check with HSE whether the manufacturer's only representative can cover your imports.
How should I check a brightener batch?
Match identity and active content to the specification, then compare the batch with your retained sample on the intended substrate. Check fluorescence tone, dissolution or dispersion, contamination and packing.
