Sourcing nonwoven weed membranes from China

Nonwoven weed control membranes from China normally pay 4% UK duty across the relevant weight bands, with no anti-dumping duty. Consumer products must be safe; specify drainage, light blocking and outdoor ageing performance before ordering. Cambridge China Bridge sources nonwoven weed control membranes.

Normally 4% duty on nonwoven weed membranes

Heading 5603 covers nonwovens, whether or not impregnated, coated, covered or laminated. For weed membranes, distinguish filament fabric from other nonwovens, then identify the weight band and any coating. The table lists candidate lines for ordinary uncoated rolls, not a classification based solely on the name 'weed membrane'.

Read from the UK Trade Tariff on 30 September 2026, the selected lines carry 4% duty for goods from China, with no listed anti-dumping or countervailing measures and no attached import controls. Some lines show 0% suspensions for narrowly described products, including insulating paper, industrial filter media, medical garments and specified technical nonwovens. Ordinary weed-control rolls should be budgeted at 4%; check the exact suspension wording before claiming relief.

Confirm the commodity code using the fibre construction, weight and coating details. For the wider heading, see nonwoven fabrics from China.

Specify drainage, opacity and outdoor durability

State whether the membrane will be exposed or covered with mulch or gravel. Specify polypropylene or polyester, spunbond or needle-punched construction, weight per square metre and tolerance, roll width and length, colour, tensile strength and resistance to tearing around fixing points.

Agree checks for water passage, light blocking and strength after artificial weathering. Compare the production material with an approved sample under the intended covering. Ask for a UK REACH statement covering binders and finishes, as in the wider nonwoven guide. Consumer products must be safe; geotextiles intended for construction may bring construction-product requirements, so settle the intended use before ordering.

Worked duty example

Illustrative example, not a quote: Illustrative order: 8 tonnes of uncoated polypropylene filament weed membrane in rolls under 5603 13 90 90, invoiced at £14,000 free on board, with £2,200 of freight and insurance to the UK. The customs value is £16,200. Duty at 4% is £648. Import VAT at 20% is charged on the customs value plus duty, £16,848, so it is £3,369.60. Import taxes total £4,017.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £648 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Weight and dimensions: weigh cut samples across the roll width, measure width and usable length, and compare the results with the agreed tolerances.

Drainage and light blocking: repeat the agreed water-passage and opacity checks on production samples; look for thin areas and holes.

Strength and ageing: check tensile performance in both directions and tearing around fixing points; match weathering reports to the supplied material and finish.

Roll condition: inspect joins, crushed cores, dirt and moisture, and match roll batch labels to reports. Set these checks in the inspection brief.

What goes wrong

Lightweight edges and thin patches undermine weed suppression. A dense or poorly finished membrane may drain differently from the approved sample. Weak material tears during laying or around pins, while an unsupported outdoor-durability claim leaves the buyer without evidence of retained strength after exposure.

A sample can differ from bulk rolls in polymer, weight or finish. Keep the approved sample and written acceptance criteria, inspect production rolls before dispatch, and repeat the agreed checks on arrival before releasing stock.

Frequently asked questions

What is the UK import duty on nonwoven weed membranes from China?

The selected heading 5603 lines carry 4% duty for China. No anti-dumping or countervailing measures are listed. Narrow suspensions require an exact product match.

Does a heavier weed membrane pay more duty?

The selected weight bands all carry 4%. Weight changes the candidate commodity code, alongside fibre construction and coating.

How do I check whether a weed membrane drains?

Agree a water-passage check on the approved sample and repeat it on production material. Check light blocking separately; colour alone does not establish performance.

What evidence should I ask for on outdoor durability?

Ask for artificial-weathering results identifying the supplied polymer, weight and finish, with retained strength compared against your agreed acceptance criteria.
