Sourcing non-electric cargo bikes from China
Non-electric cargo bikes from China carry 14% or 15% ordinary UK duty, with a residual anti-dumping rate of 48.50%. Confirm the cycle classification and exporter before ordering. Consumer-use models supplied in Great Britain must be safe. Cambridge China Bridge sources non-electric cargo bikes.

Cargo bike classification and Chinese-origin duty
Read from the UK Trade Tariff on 30 October 2026, heading 8712 covers bicycles and other non-motorised cycles, including delivery tricycles. Cargo bicycles with ball bearings and other cargo cycles have separate lines. The table includes alternative consignment routes; those entries are routing distinctions, not different cargo bike specifications.
Ordinary duty is 14% on the bicycle lines and 15% on other cargo-cycle lines. The supplied facts list residual anti-dumping duty of 48.50%, no countervailing measure and no suspensions on these lines. Confirm the exporter-specific treatment before budgeting. The tariff also attaches a cultural-goods export licence control. Official guidance concerns exports from Great Britain; ask your customs broker to confirm how the tariff entry affects your transaction.
Give your broker the frame drawing, wheel arrangement, bearing details, propulsion specification, origin and consignment route. Confirm the commodity code before ordering. For separately purchased tyres and components, see the bicycle parts and tyres guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Cargo bicycles with ball bearings, other consignments | 8712 00 30 90 | 14% | 48.50% residual anti-dumping |
| Other non-motorised cargo cycles, other consignments | 8712 00 70 99 | 15% | 48.50% residual anti-dumping |
| Other cargo cycles consigned from Indonesia, Malaysia, Sri Lanka or Tunisia | 8712 00 70 91 | 15% | 48.50% residual anti-dumping |
| Other cargo cycles consigned from Cambodia, Pakistan or the Philippines | 8712 00 70 92 | 15% | 48.50% residual anti-dumping |
Specify the load and steering system
Specify whether the bike carries parcels, tools or passengers. Record the cargo position, usable box dimensions, declared payload, permitted total loaded mass, rider fit and parking arrangement. Describe whether steering uses a linkage or turns the cargo platform, and agree the turning clearance and loading method.
Ask for test evidence matching the actual frame, fork, steering linkage, brakes and cargo mounting system. Consumer-use models supplied in Great Britain fall within general product safety rules and must be safe. Agree assembly instructions, loading guidance and a loaded demonstration before approving the sample.
Worked duty example
Illustrative example, not a quote: Illustrative order of fourteen non-electric cargo bicycles under 8712 00 30 90, invoiced at £30,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £31,500. Duty at 14% is £4,410. Import VAT at 20% is charged on the customs value plus duty, £35,910, so it is £7,182. Import taxes total £11,592; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £4,410 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Frame and box: inspect welds, alignment, corrosion protection and cargo mounting points against the approved sample.
Steering: check linkage security, cable clearance and movement throughout the steering range, both empty and loaded.
Braking and parking: demonstrate controlled stops and parking security with the agreed load; check lever operation and brake adjustment.
Assembly and records: assemble a packed bike using the supplied instructions; match component identities and test reports to the delivered model. Use the inspection guide to plan the checks.

What goes wrong
A bike can feel manageable empty but steer poorly with cargo positioned high or unevenly. Other problems to check for include loose steering joints, cargo-box mounts that work loose, transport damage to brake discs and packing that leaves assembly unclear.
A report for a different frame or cargo arrangement does not establish the performance of your order. Freeze the component list and loading arrangement after sample approval, then repeat the agreed loaded checks on production goods.

Frequently asked questions
What is the UK import duty on cargo bikes from China?
Ordinary duty is 14% for bicycles with ball bearings or 15% for other cargo cycles. The supplied tariff facts also list residual anti-dumping duty of 48.50%. Confirm the code and exporter treatment.
Are cargo tricycles in the same tariff heading?
Heading 8712 expressly includes non-motorised delivery tricycles. The exact line depends on the construction and consignment route, so provide drawings and specifications to your broker.
What should I ask the cargo bike factory to test?
Ask for evidence covering the actual frame, fork, steering, brakes and cargo mounts. Agree a demonstration with the intended load, including manoeuvring, braking and parking.
Can I use an ordinary bicycle test report?
Check that it covers your actual model and loading arrangement. A report for a different frame, steering system or cargo mount leaves the ordered configuration unverified.
