Sourcing toilet cleaning liquids from China
Non-disinfectant toilet cleaning liquids from China carry 4% UK duty on the retail and bulk cleaning-preparation lines. Great Britain’s Detergents Regulation covers these cleaning mixtures, and detergent label information must be in English. Check the formula and packaging before ordering. Cambridge China Bridge sources non-disinfectant toilet cleaning liquids.

4% duty on formulated toilet cleaning liquids
Read from the UK Trade Tariff on 30 September 2026, heading 3402 covers surface-active agents and washing and cleaning preparations other than soap. This guide concerns formulated toilet cleaning liquids without disinfectant claims. Retail cleaning preparations fall under 3402 50 90 00; the corresponding non-retail line is 3402 90 90 00.
Both cleaning-preparation lines carry 4% duty for goods from China, with no listed anti-dumping or countervailing duty, suspension or import control. The table also includes surface-active preparation lines for formulation-dependent classification checks. The suspension on 3402 90 10 90 is restricted to specified preparations; do not assume a toilet cleaner qualifies.
Ask for the complete formulation, intended use and packaging presentation before confirming the commodity code. The industrial degreasers guide covers the wider heading. Raw surfactant lines have different tariff entries and are outside this finished-liquid guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Retail washing and cleaning preparations, including formulated toilet cleaners | 3402 50 90 00 | 4% | None |
| Non-retail washing and cleaning preparations, including bulk toilet cleaners | 3402 90 90 00 | 4% | None |
| Retail surface-active preparations, where the formulation supports classification | 3402 50 10 00 | 4% | None |
| Other non-retail surface-active preparations, subject to formulation checks | 3402 90 10 90 | 4% | None |
Specify the formula and under-rim bottle
Specify whether the liquid targets limescale, staining or routine soil, and agree its acid type, surfactants, viscosity, fragrance, colour and use instructions. Define the glazed ceramic surfaces on which performance will be assessed. Request the full formulation and an approved sample rather than buying against a fragrance description.
Great Britain’s Detergents Regulation covers cleaning mixtures. Detergent label information must be provided in English. Confirm with HSE the hazard-label and safety-data-sheet requirements for the actual mixture, and UK REACH registration responsibilities for its constituent substances and relevant tonnage, using the site's chemical-preparation guidance to frame your questions. Keep cleaning-only claims in the agreed artwork.
Agree bottle material, angled-neck geometry, closure, seal, fill quantity and carton arrangement. Trial dispensing beneath a toilet rim and check whether the liquid clings, spreads and rinses as agreed. Use testing and certification support to define formulation and packaging checks.
Worked duty example
Illustrative example, not a quote: Illustrative trial pallet of bottled non-disinfectant toilet cleaning liquid under 3402 50 90 00, invoiced at £2,200 free on board, with £1,168 of freight and insurance to the UK. The customs value is £3,368. Duty at 4% is £134.72. Import VAT at 20% is charged on the customs value plus duty, £3,502.72, so it is £700.54. Import taxes total £835.26; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £134.72 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Formula: compare batch composition, acidity, viscosity, colour and fragrance with the approved specification and retained sample.
Performance: test limescale and soil removal on agreed glazed ceramic samples using the stated application and rinsing instructions.
Packaging: inspect necks, caps and seals for leaks, measure fill quantity and check dispensing after transport simulation.
Documents: match the formulation, safety data sheet where applicable, English artwork and batch identification to the delivered goods.

What goes wrong
A liquid can smell and look like the sample yet remove less scale or run straight off the bowl. Formula changes can also alter bottle compatibility. Test retained samples from production, and inspect for cap seepage, distorted bottles, damaged labels and wet cartons on arrival.
Another failure is artwork drifting from cleaning-only claims to germ-killing claims without the buyer reviewing the product scope. Freeze the approved formula and artwork together, and investigate changes before releasing stock. The quality inspection guide explains how to record discrepancies.

Frequently asked questions
What is the UK import duty on toilet cleaning liquid from China?
The supplied tariff data gives 4% for retail cleaning preparations under 3402 50 90 00 and non-retail cleaning preparations under 3402 90 90 00, with no listed trade remedies or suspensions on those lines.
Does a toilet cleaner without disinfectant claims still count as a detergent?
The Detergents Regulation covers cleaning mixtures as well as soap and surfactant mixtures. Removing disinfectant claims does not remove the need to check detergent rules.
Can the Chinese factory supply Chinese-only labels?
Detergent label information for Great Britain must be in English. Other languages may also appear. Agree the English artwork before production.
What should I test before accepting a shipment?
Compare acidity, viscosity and cleaning performance with the approved sample. Check fill quantity, under-rim dispensing, cap seals, bottle compatibility and leakage after transport simulation.
